Renovation of a clubhouse / community center in Girard, Ohio. Completed plans call for the renovation of a clubhouse / community center.
As of June 3, 2022, project was awarded to Boak and Sons, Inc., awarded amount is $209,659.50. For the GIRARD MULTI-GENERATIONAL CENTER ROOF as part of the Community Development Block Grant (CDBG) Allocation Grant Program, B-F-21-1CS-1, at which time and place all bids will be publicly opened and read aloud. The GIRARD MULTI-GENERATIONAL CENTER ROOF project will consist of removing and replacing the existing roof system at the project site with a new fully adhered TPO roof. The project will include repairing any damaged decking, eliminating non-functional roof penetrations, providing new roof insulation, installing TPO flashings at perimeter walls, roof curbs, penetrations, drains, etc. These items are a partial listing of the quantities contained in the bid documents, therefore, the Bidders should review the bid document for a complete itemization of all quantities of work. The contractor shall complete the work within thirty (30) days of the "Notice To Proceed" date. The "Notice to Proceed" will be dated once the contractor has received all materials and has mobilized to the project site. The contractor shall pay liquidated damages for each consecutive calendar day of delay thereafter until completed in the amount of $250.00 per day. Bids must be submitted using only the forms contained in the bound Project Bid Documents and Specifications and must be sealed in individual envelopes addressed to Paula Vivoda-Klotz, Clerk, Trumbull County Commissioners' office, 5th Floor, 160 High Street N.W., Warren, Ohio 44481, with the project name "GIRARD MULTI-GENERATIONAL CENTER ROOF PROJECT" clearly shown on the envelope. The full name and address of the party or parties making the Bid and all persons interested therein shall be named in the Bid Documents. All contractors and sub-contractors involved with the project will, to the extent practicable, use Ohio products, materials, services, and labor in the implementation of their project. Additionally, Domestic Steel Use Requirements, as specified in Section 153.01 of the Ohio Revised Code apply to this project. Copies of Section 153.01 of the Revised Code can be obtained from any office of the Department of Administrative Services. Contractors and Sub-Contractors shall be required to comply with Equal Employment Opportunity requirements of Ohio Administrative Code Chapter 123, The Governor's Executive Order of 1972 and the Governor's Executive Order 84-9. This project is subject to the requirements of the Affirmative Action in Employment, Presidential Order 11246 "Equal Employment Opportunity" as amended and as supplemented in Department of Labor regulations 41 CFR 60, title VI of the Civil Rights Act of 1964, Section 3 of the Housing and Community Development Act of 1968, Section 109 of the Housing and Community Development Act of 1974, The Copeland "Anti-Kickback" Act (18 U.S.C. 874) as supplemented in Department of Labor regulations (29 CFR part 3), Sections 103 and 107 of the Contract Work Hours and Safety Standards Act (40 U.S.C. 327A 330) as supplemented by Department of Labor regulations (29 CFR part 5) and Davis Bacon and Related Acts requiring the payment of federal prevailing wages. Attention is directed to that all Bidders that a "Non-Collusion Affidavit" must be signed. The successful Bidder must sign a statement concerning Personal Property Taxes, in accordance with Ohio Revised Code, Section 5719.042. Attention is directed to all bidders that Trumbull County adopted a "Drug and Alcohol-Free Workplace Policy" on July 21, 2004, Amended September 7, 2016, and terms of this Policy also apply to any Contractor[s] directly reimbursed for services through the County; that a copy of this Policy is to be part of the Bid; and that each Bid be accompanied by a "Sign-Off Sheet" duly signed by the Bidder. Attention is also directed to all bidders that pursuant to Ohio Revised Code Sections 307.86 and 307.87, effective September 26, 2003, this notice of bid will be published one-time only, with the conditions that this notice has been posted on the County's Internet Site on the world wide web and found at website. (This notice may also be found at the Commissioners' website. No bidder may withdraw his bid for a period of sixty (60) days after the time of opening bids. The County reserves the right to reject any and all proposals, to waive any informalities or irregularities in the bid received, and to accept any proposal deemed most favorable to the County at the time and under the conditions stipulated. Trumbull County may request additional information relative to a Bidder's job experience and/or equipment, to increase, decrease or omit any Item in the Contract Documents, and/or to accept the Bid deemed most favorable to the County by the lowest and best Bidder, in accordance with provisions of the contract. If, in the opinion of Trumbull County or a delegated representative thereof, the lowest Bid is not deemed favorable and in the best interest of the County, the County may accept another Bid so opened or reject all Bids and re-advertise for other Bids. A Contract shall be awarded to the lowest and best Bidder as soon as practical after Bid opening, subject to the reservation of the preceding paragraph. The successful Bidder must enter into a Contract with Trumbull County within 10 days after receipt of the formal "Notice of Award," in compliance with "Instructions to Bidders.
