The County of Sacramento Community Development Department, Planning and Environmental Review (PER) is soliciting proposals from qualified environmental consulting firms for the preparation of environmental documents in accordance with the California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA). PER is seeking to retain the services of environmental consultants on an on-call basis whose services will be dictated by PERs workload. The purpose of this Request for Proposal (RFP) is to establish contracts with a short list of environmental consultants for the purpose of assisting PER in short order to prepare CEQA/NEPA documentation on an as-needed basis PER has an in-house staff that is responsible for preparing the necessary CEQA environmental review documentation for all private and public projects for which the County of Sacramento is the Lead Agency. PER also prepares NEPA documentation at the discretion of the Federal Lead Agency. At times, staff workload is heavy and outside assistance is needed to help expedite the processing of projects. The subject on-call contracts will facilitate the timely assignment of projects to consultants who will essentially function as an extension of PER staff. This RFP is issued with the intent of establishing contracts with qualified environmental consultants to provide on-call consulting services. No more than three environmental consultants will be selected. Each consultant contract amount will not exceed $3,000,000 and will be in effect for a period of four years. Scope of Work- The work to be performed by the selected firm(s), hereinafter referred to as the Consultant(s), shall include but not be limited to the tasks described in this section. Consultant(s) shall provide qualified personnel to complete all of the tasks outlined. Completion of these tasks will require that the Consultant(s) work with County staff and project applicants to gain a clear understanding of proposed projects, environmental issues and other relevant information. Types of Environmental Documents: Environmental documents shall be prepared in accordance with applicable CEQA or NEPA law. Document types may include: Negative Declarations, Mitigated Negative Declarations, Environmental Impact Reports, Subsequent/ Supplemental/Focused/Addendum Environmental Impact Reports, Environmental Impact Statements, or Environmental Assessments. All associated Notices (NOP, NOC, NOA, NOI) may be prepared by the Consultant(s) consistent with the document being produced. The Notice(s) shall be delivered to the County for review and distribution. Environmental Document Technical Support: Technical expertise to support the preparation of environmental documents may be required and may include (but is not limited to): biological resources assessments, aquatic resource delineations, arborist reports, biological resources monitoring in support of Mitigation Monitoring and Reporting Programs, cultural resources surveys, air quality technical reports, noise analysis) Question Submission Deadline:May 20, 2022, 5:00pm Format of Environmental Documents: All documents shall be prepared using PERs document templates or instructions for creating environmental documents, and shall comply with PERs document templates. Meetings: The Consultant(s) will be expected to meet with County staff throughout assigned projects to update project status and timelines. In addition, the Consultant(s) may be required to attend public hearings on the draft and/or final documents Request/Proposal/Bid: The completed and released solicitation, including all subsequent addenda, made publicly available to all prospective proposers. We/Us/Our: Terms that refer to the County of Sacramento, a duly organized public entity. They may also be used as pronouns for various subsets of the County organization, including, as the context will indicate: Purchasing - the Contracts and Purchasing Services Division of the Department of General Services. Department/Division - The department or division requesting the goods or services contained in this request, for which this PROPOSAL is prepared and which will be the end user of the requested goods or services. Constituency - the client base or County population which may benefit from the procurement of goods and/or services requested herein. You/Your: Terms that refer to businesses/individuals submitting a response. The term may apply differently as the context will indicate. Supplier - A business entity engaged in the business of providing services. Proposer - A business entity submitting a Response to this proposal. Suppliers which may express interest in this proposal, but who do not submit a Response, have no obligations with respect to the proposal requirements. Contractor - The Proposer(s) whose Response to this proposal is evaluated as meeting the needs of the County. Contractor(s) will be selected for award, and will enter into a contract(s) for provision of the services described in this proposal. Contractors Employee - All persons who can be offered to provide the services described in the proposal. All employees of the Contractor shall be covered by the insurance programs normally provided to persons employed by a company (ex: Workers Comp, SDI, etc.). Mandatory: A required element of this request/proposal/bid. Failure to satisfy any element of this request/proposal/bid defined as mandatory will disqualify the particular response. Default: A failure to act as required by any contract resulting from this request, which may trigger the right to sue or may excuse the other party's obligation to perform under the contract. Cancellation/Termination: A unilateral or mutual decision to not complete an exchange or perform an obligation under any contract resulting from this request.
