Project generally comprises of constructing a new little league baseball field and walking trail including provisions for drainage, backfill, excavation, sediment and erosion control, and afforestation according to the plans and any other incidental work in the Town of Thurmont, Frederick County, Maryland. The project is being funded through a Local Parks and Playground Infrastructure Grant. Wage rates and MBE/DBE participation efforts are required. Questions will be accepted until 4:00 P.M, prevailing time, on May 20, 2022; questions will be accepted through PennBid, only from prime bidders. All questions must be submitted through PennBid and will not be accepted in any other manner. Bidding Documents and solicitation details are available online without charge. The apparent low bidder and the next two lowest bidders must submit, to the Engineer, originals of the Bidding Documents within two (2) business days from the date of the bid opening. Reproduction of the Bidding Documents and placement on web sites other than PennBid, is not permitted. Bids may be modified or withdrawn at any time prior to the opening of Bids. After the Bid opening, Bids may be withdrawn only by complying with State of Maryland laws and regulations. A summary of such laws and regulations is given in the Instructions to Bidders (Document 00100). Bids shall remain open for a period of 60 days from the date of Bid opening unless award is delayed by a required approval from a governmental agency, the sale of bonds, or the award of a grant or grants, in which event the Bids shall remain open for a period of 120 days from the date of Bid opening. It is a requirement of this Contract that Bidders shall have a minimum of five (5) years, ten (10) project documented experience in the type of work required by this project. The cost of each project included in Bidder's questionnaire must be in excess of $250,000.00 in order to be considered project experience. Bidders, subcontractors, their workers, and any persons providing labor and products to the Project shall be persons lawfully permitted to work in the United States and the State of Maryland. The OWNER hereby reserves the right, which is understood and agreed to by all Bidders, to reject any or all Bids and to waive any irregularities in any Bid not involving price, time, or changes in the Work.
