Reference Number 00003049812 In 2011, the Ministry initiated the School Condition Assessment Program (SCAP) by competitively contracting an external vendor to conduct Facility Condition Assessments (with an understanding of structural and mechanical Building Systems) of School Sites and other Sites as determined by the Ministry (including Administrative and Continuing Education Buildings) and to Host and administer an associated Facility condition database (with full training and support) for the purpose of tracking the condition of assessed Facilities (storing assessor and board data), analyzing Renewal needs over time to support planning and decision making, and record/track Renewal projects to have an ongoing assessment of Facility condition and impacts of investment decisions. The database enables the Ministry to track the use of provincial funds and other funding sources as applicable (e.g., proceeds of disposition from surplus properties) and manage overall accountability requirements. As condition assessments under the previous contract were completed in 2020, the Ministry is embarking upon a process to build upon the past SCAP to identify, track, and manage Renewal needs from Education Facilities across the province and support School Board planning process by procuring Facility Condition Assessment Services and an accompanying Facility Condition Asset Management Database. Scope of Work The Vendor will provide the following Deliverables: Deliverable A: Assessment Services Deliverable B: Application and Support Services Deliverable C: Accessibility Review Deliverable D: Energy Calculator Deliverable E: HVAC System Review and Gap Analysis The requirements for all Deliverables in this section are described with additional detail in Appendices B, C, D, E, F, G, and H. In response to the Evaluation of Bids (Part 2), the Bidder must describe its ability to provide the specific requirements for each Deliverable (i.e., Deliverables A to E) separately. The method of Contractor Selection has not been Determined at this time.
