Sealed bids for this project are being solicited through a fair and open process in accordance with N.J.S.A.19:44A-20.5, et seq. Bidders are required to comply with the requirements of P.L. 1975, c.127 (N.J.A.C. 17:27), Public Contracts Law N.J.S.A. 40A:11-1, et seq, and all other applicable Federal, State, County and Municipal laws, rules and regulations. Bidders are required to comply with the requirements of N.J.S.A.10:5-31, et seq, and N.J.A.C. 17:27, Affirmative Action Regulations and Federal Labor Standards Provision et seq.Bids must be made on the standard proposal form in the manner designated therein and required by the specifications and must be enclosed in a sealed envelope with the name and address of the bidder and the name of the proposed work on the outside, addressed to Ms. Catherine Underwood, R.M.C., Berlin Township Municipal Building. The proposal shall also be accompanied by all forms provided in the Proposal Section of the Specifications or to be submitted by the Bidder and listed in the Checklist Bidders must comply with their State of New Jersey Department of Labor "Certificate of Registration" as required by the "Public Works Contractor Registration Act" and State of New Jersey Business Registration Certificate issued by the State of New Jersey Division of revenue as required by N.J.S.A 52:32-44 and Public Law 2004, Chapter 57. The Township of Berlin reserves the right to reject any and all bids (a) if the proposal forms have not been properly executed, (b) if the prices are obviously unbalanced, (d) if acknowledgments of the addenda of the plans, specifications, or contract documents are not submitted with the bid, (e) if it is deemed to do so in the best interest of the Township of Berlin
