Inquiries relating to this Request for Proposals (RFP) shall be submitted no later than May 5, 2022, to the Project Manager, Adolfo Ozaeta, via email at aozaeta@westminster-ca.gov. The City of Westminster is seeking a qualified consulting firm for the development of the City of Westminster Safe Routes to School (SRTS) Plan. The plan shall evaluate twenty-one (21) public elementary, middle, and high schools located within the Garden Grove Unified, Huntington Beach Union High, Ocean View, and Westminster School Districts. The City is seeking a consultant to provide services for data collection, safety analysis, and implementation recommendations for each school based on the six E's associated with safe routes to school (evaluation, engineering, education, encouragement, enforcement, and equity). The selected consultants will be responsible for providing services in accordance with the scope of services outlined in the proposal. Deadline for Written Questions and Requests May 5, 2022 Responses and Addenda Issued May 9, 2022 Interview Firms (TBD based on City review of written proposal) May 26, 2022 Proposed Approval of Selected Consultant by City Council June 8, 2022 Notice to Proceed / Service Contract Begins / Kick-Off Meeting June 13, 2022 Estimated Project Completion Date March 2024 Proposal Format 1. Four (4) hard copies and one (1) digital file on labeled USB Flash Drive (or equivalent). One of the hard copies shall be marked as "ORIGINAL" and shall be signed by a company official with the power to bind the company and submitted to the City of Westminster. 2. One (1) copy of your Fee Proposal shall be submitted. 3. Proposals shall be typed with a standard 12-point font, double-spaced, and submitted on 8 1/2" x 11" size paper, using a single method of fastening. Charts and schedules may be included in 11" x 17" format. Proposals should not include any unnecessary elaborate or promotional materials. 4. Proposals shall not exceed thirty (30) pages in length, excluding any appendices, cover letters, resumes, or forms. The Method of Contractor Selection has not been determined at this time.
