Purpose: Galveston County Office of Emergency Management (GCOEM) is seeking proposals to obtain services from qualified vendors to assess, upgrade, and support the County's Emergency Operations Center (EOC) Audio/Visual System. The EOC is designed to support and coordinate emergency response and recovery support operations during incidents. The purpose for this upgrade is intended to strengthen our goal to expand the communication and information sharing capabilities with local, regional, and state operations centers and partner organizations at all levels, in the EOC and throughout other areas of the Emergency Management Facility (EMF). All proposals must be marked on the outside of the envelope: RFP #B221002A EOC TECHNOLOGY ENHANCEMENT Proposers name and return address should be prominently displayed on the proposal package for identification purposes. Procurement Timeline: A timeline for this RFP and initial process is included below. Galveston County reserves the right to change these dates and will notify proposers of any changes via addendum. Deadline for Questions & Inquiries Monday, May 16, 2022 by 5:00 p.m. This solicitation is for a professional services contract and shall be awarded on the basis of demonstrated competence and qualifications. Any customary fees regarding the resultant contract will be negotiated for a fair and reasonable price and may not exceed any maximum provided by law. Bonding Requirements: No bond is required with this proposal. Debarment and Suspension: All contractors/subcontractors that are debarred, suspended or otherwise excluded from or ineligible for participation on federal assistance programs may not undertake any activity in part or in full under this project. The Galveston County Commissioners' Court reserves the right to waive any informality and to reject any and all qualifications, and to accept the qualification which, in its opinion, is most advantageous to Galveston County with total respect the governing laws.
