1 Combined synopsis/solicitation (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) This solicitation, numbered 28321322Q00000181 is being issued as a request for quotation (RFQ). (iii) FAR clauses and provisions enclosed within this RFQ are those in effect through Federal Acquisition Circular (FAC) 2022-04 and are available in full text through internet access at http://www.acquisition.gov/far/. (iv) This requirement is being purchased under a small business set-aside under NAICS 811219 - Other Electronic and Precision Equipment Repair and Maintenance $20.5 (v) The Social Security Administration (SSA) has a need for annual uninterruptable power supply (UPS) preventative maintenance for: (1) Eaton Powerware UPS (Model PW9315-400-500) (Serial No. EB422ZXX04) and, (1) Schneider Electric MGE Galaxy 5000 100kVa UPS (Serial No. #3AFP21017001). The contractor shall complete all work in accordance with the attached statement of work (SOW). (vi) Base Year 6/30/22-6/29/23 Option YR 1 - 6/30/23-6/29/24 Option YR 2 - 6/30/24-6/29/25 Option YR 3 - 6/30/25-6/29/26 Option YR 4 - 6/30/26-6/29/27 6-Month Option to Extend services - 06/30/27--12/29/27 (vii) The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. All contractors shall submit quotes to Alexander Mann at Alexander.Mann@ssa.gov. Contractors are required to quote all line items included in this RFQ on a firm-fixed-price basis. Please See attachment 3 - CLIN Items to provide a breakdown of pricing for each year (see section vi). This information must be provided with your quote. Prices must include the following breakdowns: 2 A firm fixed price quote for all performance periods with a breakdown of hourly rates, level of effort, and material costs. The Offeror is not authorized to add additional items. All quotes must include sufficient information to demonstrate the following technical capabilities: The contractor shall have at least three years in experience working on the same or similar UPS systems/models as outlined in Section v (please provide no more than three references of current or past clients). A past performance record that is at least satisfactory. In order to be eligible for award, vendors must satisfactorily address all solicitation requirements and take no exception to these requirements, including all terms and conditions identified in the solicitation. Using a lowest price technically acceptable (LPTA) approach will allow SSA to ensure that the chosen offeror meets all of SSA's requirements while streamlining the evaluation process, saving time and easing administrative burden. (viii) Per the provision at 52.212-2, Evaluation -- Commercial Items, The Government will award a purchase order resulting from this solicitation to the responsible contractor whose quote, conforming to the solicitation will be most advantageous to the Government, price and non-price factors considered as outlined in section vii. Award will be made in accordance with FAR Part 13 to the lowest priced quote that meets the technical acceptability criteria, which is considered a pass/fail factor based on criteria in section vii. The Government will evaluate quotes by first establishing the lowest price received from all contractors. The lowest priced quote will then be evaluated for technical acceptability. If the lowest priced quote is not determined to be technically acceptable, the Government will then evaluate the next lowest price quote for technical acceptability. SSA will continue to use this methodology until a technically acceptable quote is identified, however contractors are cautioned that the use of this methodology may result in their quote not being evaluated for technical acceptability. (ix) Offerors must include a copy of the provision at 52.212-3, Offeror Representation and Certifications - Commercial Items, with its offer or provide a valid copy of its System for Award Management (SAM) Record. (x) The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. Note: Onsite contractor performance will be necessary in performing this requirement. The Center for Suitability and Personnel Security (CSPS) will conduct suitability determinations for all contractor employees providing service for this requirement. Additionally, the Contracting Officer's Representative (COR) will coordinate with the Office of Protective Security Services (OPSS) for credentialing of contractor employees requiring access to SSA information systems.
