Renovation of an educational facility in North Plainfield, New Jersey. Completed plans call for the renovation of a educational facility.

1. New Service Pad Mounted Transformer 2. New Outdoor 1200A Switchboard rated 208V, 3-phase, 4-wire. 3. New Fused Disconnecting Switches with current limiting fuses 4. New 800A Panelboard rated 208V, 3-phase, 4-wire. 5. New Feeders. Project Location: Charles H. Stillman Elementary School 201 West Fourth Street Plainfield, NJ 07060 1. Interior Demolition of existing elements in the building including, but not limited to: a. Existing service conductors will be disconnected and removed. b. Existing CT cabinet and meter will be removed from the electrical room located in the basement. 2. General Construction a. A new utility pole will be installed to serve a new pad mounted transformer. b. The pad mounted transformer will feed an outdoor 1200A switchboard. c. New feeders will be run from the outdoor switchboard to two (2) existing Panels via fused disconnecting switches in the electrical room. d. New feeder will be run from the outdoor switchboard to a new 800A panel. The proposed location for the new panel is the Boiler Room. e. In the building the new conduits to the electrical room will be run above the ceiling space of the classroom located in the basement. E. The Contractor shall comply with the following Milestone Schedule: 1. The project shall be completed by August 30, 2023 Documents will not be sent via overnight mail or US mail. Only those Contract Documents obtained in this manner will enable a prospective bidder to be identified as an official plan holder of record. The Provider takes no responsibility for the completeness of Contract Documents obtained from other sources. Contract Documents obtained from other sources may not be accurate or may not contain addenda that may have been issued. All bid addenda will be transmitted to registered plan holders via email. It is STRONGLY RECOMMENDED that Bidders attend the Pre-Bid Conference for purposes of clarifying specific information concerning the Project work, hearing other Bidders' questions regarding various aspects of the Project and the answers thereto, and learning the manner of proper completion and submission of the Bid Documents to ensure a responsive Bid. A Bidder's failure to attend the Pre-Bid Conference is at its own risk. The last day for questions shall be on Friday, May 27, 2022, at 5:00 p.m. Addendum shall be released to all registered Bidders on Friday, June 3, 2022. All bidders and their subcontractors shall be registered with the New Jersey Department of Labor, pursuant to the Public Works Contractor Registration Act, N.J.S.A. 34:11-56.48 et seq. All bids must be accompanied by a Certificate issued by the New Jersey Department of Labor, pursuant to the Public Works Contractor Registration Act asto the Bidder and all subcontractors. Pursuant to P.L. 2004 c.57, (N.J.S.A. 52:32-44) all bids must be accompanied by a New Jersey Business Registration Certificate issued by the New Jersey Department of Treasury, Division of Revenue. The Bidder must include with its bid its own Business Registration Certificate and that of all subcontractors. Pursuant to N.J.S.A. 18A:18A-26, in order to be eligible to submit a Bid for a Project, the Bidder and/or its subcontractor shall be classified by NJDPMC and NJSDA in at least one of the following disciplines as listed with the associated Project: Bid #2022-11: C047 Electrical Bidders are required to comply with the requirements of N.J.S.A. 10:2-1 et seq., "The Law Against Discrimination" and Affirmative Action, N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27-1 et seq. This project is a school facilities project as defined in the Education Facilities Construction and Financing Act, N.J.S.A. 18A:7G-1 et seq. and may be funded in part with grant monies from the New Jersey Schools Development Authority (SDA). All contractors and subcontractors engaged by the Board to work on this project shall agree to be bound by the terms of a Grant Agreement issued by the SDA, which, if applicable, will be available for inspection at the Board office during business hours. No bidder who is on the State Treasurer's or the Federal Government's List of Debarred, Suspended or Disqualified Bidders shall be eligible to bid on this project. Each bid shall be accompanied by a bid bond, cashier's check or certified check made payable to the Plainfield Board of Education, for ten percent (10%) of the amount of the total bid, however, not to exceed $20,000. Statement of Ownership Requirement: Pursuant to N.J.S.A. 52:25-24.2, Bidders shall submit a statement setting forth the names and addresses of all persons and entities that own ten percent or more of its stock or interest of any type at all levels of ownership. A Non-Collusion Affidavit and a Contractor Questionnaire/Certification also must be filed with the bid. The bid package will also include other documents that must be completed and returned with the bid. Failure to comply with Instructions to Bidders and to complete and submit all required forms, may be cause for disqualification and rejection of the bid. Bids may also be submitted to the Acting Business Administrator/Board Secretary or his designee at the bid opening meeting, prior to the advertised date and time. On the advertised date and time, the Acting Business Administrator/Board Secretary shall publicly receive and open all bids. No bids shall be received after the time designated in the advertisement. (N.J.S.A. 18A:18A-21(b)). No bid may be withdrawn for a period of sixty (60) days from the opening of the bids. All bidders must use and complete all bid forms and must comply with every requirement contained in the instructions and specifications. The Board of Education does not accept electronic (Email) submission of bids. The Plainfield Board of Education reserves the right to reject any or all bids and waive any informality in thebidding process in accordance with the law (N.J.S.A. 18A:18A-2(s), (t), (x), (y), 18A:18A-4(a), 18A:18A-22) if it is in the best interest of the Plainfield Board of Education. The contract, if awarded, shall be awarded to the lowest responsible bidder whose bid is responsive in all material respects to the bid requirements. No bid shall be deemed accepted until the adoption of a formal resolution by the Plainfield Board of Education.142.74)
