Site work and new construction of a civil project in Warwick Township, Pennsylvania. Completed plans call for the construction of a water / sewer project.
Contract No. 1 consists of construction of a new wastewater pump station, complete with precast concrete wet well and valve vault, new precast manholes, gravity sanitary sewer main, sanitary sewer force main, installation of new pumps, piping, valving, instrumentation, decommissioning and demolition of the existing wastewater pump station, general site restoration, and bypass pumping. Contract No. 2 consists of construction of a new electrical service and meter base, power and control raceway wiring, new generator and automatic transfer switch, panels, switches, miscellaneous electrical devices, wiring, instrumentation, and lighting. Note: The Owner intends to pre-purchase the ductile iron pipe, generator, and automatic transfer switch. Pre-purchased equipment and materials will be consigned to the contractor for installation. Bids must be on the forms furnished by the Owner. No bid will be considered unless it is accompanied by a certified check or bid bond in an amount not less than ten percent (10%) of the bid total. Such bid security shall be made payable to the Warwick Township Municipal Authority. All bid bonds shall be in the form included within the Bidding Documents and shall be accompanied by a power of attorney from a licensed surety company as described in the Bidding Documents. Bidders are advised that each bidder is required to submit with their bid a Non-Collusion Affidavit in the form contained in the Bidding Documents in accordance with the Pennsylvania Anti-Bid Rigging Act. Bidders are advised that each bidder is required to complete and submit with their Bid a Construction Contractor's Qualification Statement for Engineered Construction in the form contained in the Bidding Documents. Contracts for work under this bid will obligate the contractor and subcontractors not to discriminate in employment practices, and Bidder is required to complete and submit with their bid a Certification of Bidder Regarding Equal Employment Opportunity in the form contained in the Bidding Documents. Notice is given that the project for which bids are being solicited hereby is a project constituting public works and is subject to applicable provisions of the Pennsylvania Prevailing Wage Act, the Act of August 15, 1961, P.L. 987, as amended and supplemented, and appropriate prevailing minimum wage rates ad promulgated under the provisions of said Act must be paid by contractors in connection with performance of the necessary work. Each Bidder is required to meet the requirements of Public Works Employment Verification Act, Act 127 of 2012. Bidders should refer to the provisions of all federal and state statutes, rules, and regulations regarding the prevention of environmental pollution and the preservation of public natural resources that affect the project, and bidders will be required to comply with all such statutes, rules, and regulations. With respect to the contract, Owner shall award the contract to the lowest responsive and responsible bidder or shall reject all bids within sixty (60) days of the date of the bid opening, and no bidder may withdraw his bid before the expiration of such sixty (60) day period; provided, however, if the award of contracts is delayed by required approval of another government agency, required land acquisition, the sale of bonds, or the award of a grant or grants, the Owner shall reject all bids or award the contract to the lowest responsive and responsible bidder within one hundred twenty (120) days of the date of bid opening, and in such event no Bidder may withdraw his bid before the expiration of such one hundred twenty (120) day period. Extensions of the date for the award of the contract may be made by the mutual written consent of the Owner and the lowest responsive and responsible bidder. The Owner reserves the right, at its option, to waive any informalities, irregularities, defects, errors, or omissions in any or all proposals and to reject any or all proposals. Construction is anticipated to begin in November/December 2022.
