The City of Whitehorse ("City") is inviting Bids from qualified vendors, referred to as "Bidder" with experience to collect, haul and dispose dry sludge (mixed with the existing ground) at the Livingstone Trail Environment Control Facility (LTECF) and to complete the project as described in the specifications herein.This completion date is critical to prepare the LTECF drying bed to receive new geotubes and dredge sludge for the August 2022 Livingstone Lagoon Desludging Project. The City of Whitehorse owns and operates the wastewater collection system to provide the service to its population. The conveyed wastewater reaches the Livingstone Trail Environmental Control Facility (LTECF), where the wastewater is treated. The primary cells of the LTECF removes solids by sedimentation. The cells require periodic cleaning by dredging excess solids settled at the bottom of the primary cells. Before performing the next desludging exercise in August 2022, the dry sludge from the previous 2018 desludging exercise must be removed from the drying bed and disposed of prior to proceeding. This tender is for the collection, hauling and disposal of dry sludge into a "Sludge Disposal Area" located within the LTECF (see map) and if required, the City of Whitehorse Waste Management Facility All inquiries related to this RFT should be directed by email, or through the Bonfire System, to the following person (the "City Representative") by May 17, 2022, 3:00:00 PM Yukon Local Time. Inquiries and responses will be recorded and may be distributed to all Bidders at the City's discretion. Bidders are responsible for checking the RFT and related documents for completeness. Bidders finding discrepancies or omissions in the Contract or this RFT, or having doubts as to the meaning or intent of any provision, should immediately notify the City Representative. The City may respond to requests for clarification or issue addenda any time prior to the Closing Date and Time. The City reserves the right, at its discretion, not to respond to any inquiry or request received, including if the inquiry or request is not received before the deadline for inquiries. All attendees at the site visit are required to supply their own PPE consisting of high visibility vest, steel toed footwear and hard hat.
