In accordance with the provisions of Texas Government Code 2156.121, and 2156.122, the Texas Military Department (TMD) is soliciting proposals from qualified Respondents to conduct an invasive vegetation/plant survey at Camp Bowie in accordance with the requirements outlined in this Request for Proposal (RFP). All proposals will be reviewed to ensure that each proposal meets or exceeds the requirements, specifications and minimum qualifications. TMD will evaluate all proposals received and will award based on best value to the State of Texas and TMD. For assistance regarding HUB Subcontracting Plan, potential Respondents may contact Manuel Perez by email at manuel.perez@military.texas.gov. All Contracts with a potential value of $100,000 or more require that a HUB Subcontracting Plan (HSP) be submitted with a proposal. This Contract is not expected to exceed $100,000; however, all Respondents are encouraged to make a good faith effort to utilize HUB vendors when possible. a. State agencies are required to make a good faith effort to assist historically underutilized businesses (HUBs) to receive a portion of the total contract value issued by the State of Texas, see Texas Government Code, Chapter 2161. The goal of this program is to promote full and equal business opportunities for all businesses in accordance with Texas Administrative Code 20.281. b. In accordance with the TMD's policy of encouraging the use of HUBs in State procurement, TMD will make a good faith effort to utilize Historically Underutilized Businesses (HUBs) in contracts. TMD will achieve the annual program goals by contracting directly with HUBs or indirectly through subcontracting opportunities. Therefore, any business that contracts with TMD will be required to make a good faith effort to award necessary contracts of the total contract value to HUBs in accordance with Texas Government Code, Chapter 2161 and Texas Administrative Code 20.281-20.298. c. TMD has determined that the work to be performed under this contract includes subcontracting opportunities, to include but not limited to Invasive Vegetation/Plant Survey services. A Completed HUB Subcontracting Plan will be required. The HUB Subcontracting Plan must be submitted as part of the contractor's proposal, or the proposal will be rejected as non-responsive pursuant to Texas Government Code 2161.252. d. Reference Attachment F - HUB Subcontracting Plan for further information concerning the Contractor's Good Faith Effort documentation requirements. All communications and questions concerning this RFP including any of a technical nature must be submitted in writing to the Contract Management Branch, Construction and Facilities Management Office Representative, Roble Morales, via email at 32Troble.m.morales.nfg@cfmo.mil.texas.govU32T by the due date and time noted in the table listed in Section 2. Schedule of Events. This will document proof of delivery date and time. Email subject line must include: RFP Name, RFP Solicitation Number and Question Submission. Telephone inquiries will not be accepted. TMD has sole discretion as to whether to respond to questions. B. The individual(s) listed above may be emailed for clarification of the scope of work only. No authority is intended or implied that scope of work may be amended, or alternates accepted prior to proposal opening without written approval of TMD. C. Unauthorized contact with TMD personnel other than contact listed above regarding this RFP will be grounds for proposal disqualification. D. All questions should be as detailed as possible and cite the specific RFP section and paragraph number(s) to which the question refers.
