Renovation of a fire / police facility in Gary, Indiana. Completed plans call for the renovation of a fire / police facility.

The Department of Public Works and Safety is soliciting bids for the rehabilitation of the fire station located at 5 West 41st Avenue, Gary, Indiana for use as a warming center. All bids shall be returned in a sealed envelope, addressed to the City of Gary Board of Public Works and Safety. The name and address of the bidder must appear on the outside of the envelope. Bids must be submitted on the forms provided by the City of Gary. No bid shall be withdrawn after the opening of the bids without the consent of the City of Gary Board of Public Works and Safety for a period of sixty days after the scheduled time of closing. A certified check or bank draft, payable to the City of Gary, or a satisfactory bid bond executed by the bidder, or an acceptable surety in an amount equal to 5 % of the bid price, shall be submitted with each bid. Each bidder must file, as part of the bid documents, an Affirmative Action Program for implementing the policy of Gary's Affirmative Action Ordinance #4722 with his or her bid. This should be submitted on company letterhead. The Affirmative Action Program must include specific goals and timetables for the employment and training of minorities, and for the employment and training of lower income residents of the project area. Each bidder must submit a Bidder's Employment Practices Report on the form furnished by the Board of Public Works and Safety with his or her bid. A standard bid form (Form 96) with a Non-Collusion Affidavit, and Financial Statement will be required with each bid. The Civil Rights and Affirmative Action Affidavit is to be signed, notarized, and included in the bid. Bidders shall comply with the GBEPP Ordinance No. 6972. Bidders must submit a completed and notarized copy of the GBEPP Affidavit. The City of Gary may reject the Bid or bid of the non-complying Party. A minimum of two-thirds (two-thirds) of the aggregate work force utilized by contractors and subcontractors on a public contract let by the City of Gary shall be qualified residents of the City of Gary and said two-thirds (2/3s) aggregate Gary resident work force requirement is to be equally distributed among various job classifications. Prior to execution of contract and issuance of Notice to Proceed, the successful bidder shall provide documentation that work force requirements shall be met by the contractor and subcontractor(s), pursuant to Ordinance No.6972. Bidders are advised that this is a HUD Section 3 project. Bids will not be accepted from bidders whose business property is operated in violation of municipal ordinances. Each prospective bidder and subcontractor must have a General Business License and all applicable licenses. All bidders are required to certify that they are not debarred contractors as indicated at sam.gov on the Comptroller General's List of Ineligible Contractors. The Board of Public Works and Safety reserves the right to reject any or all bids, to waive technicalities, to postpone the bid opening, to waive the formalities in the bid documents, or to advertise for new bids, if in the judgment of the City of Gary Board of Public Works and Safety, their best interests would be promoted thereby. In its selection of the lowest, most responsive, and responsible bidder, the City of Gary will give weight to the lowest bid price, as well as to other factors, including but not limited to: ability and capacity, capital, competency and efficiency, experience, facilities, promptness, quality of previous work, fraud or unfairness in previous conduct, minority resident involvement in employment, applicable ordinances and statutes.
