NATIONAL SCIENCE FOUNDATION STATEMENT OF WORK Monitor/Display Installation Services May 3, 2022 1.0 BACKGROUND AND MISSION The National Science Foundation (NSF) is an independent agency of the U.S. Government, established by the National Science Foundation Act of 1950. NSF funds research and education in science and engineering. It does this through grants, contracts, and cooperative agreements to more than 2,000 colleges, universities, and other research and/or education institutions in all parts of the United States. The Foundation accounts for about 20 percent of federal support to academic institutions for basic research. 2.0 OBJECTIVE The objective of this requirement is to obtain the necessary professional services to install the agency's Audio/Visual displays for one base year and one option year. This would include analysis of the current equipment to certify the installation and any wall modifications necessary to satisfy the physical requirements for stationary wall mounts or table mounted (such as mediascape tables) displays. The NSF building consists of nineteen (19) floors, of which fourteen (14) floors are approximately 45,000 square feet (SF) each, and five (5) floors are approximately 20,000 SF each. There are approximately 74 established meeting spaces with plans to complete additional rooms over the next two years. Currently, 18 rooms lack a dual display set up and need modification. There is also remodeling ongoing in several rooms that will also require services to remove the existing displays and re-install once the renovation is complete. 3.0 SCOPE OF WORK This SOW describes the dedicated professional services and supplies necessary to effectively manage the installation services needed to ensure similar Audio/Visual experiences in all meeting spaces. Installation services include but are not limited to: Install and or remove approximately 100 government furnished displays up to 96" over a 12 month period. Expected size breakdown is approximately 20 displays over 75" and 80 displays under 75" Recommend and make equipment and/or signal adjustments consistent with OEM and preapproved by the Government. Leverage technical capabilities identified within industry to ensure NSF's displays operate consistently at peak performance. 3.1 Tasks and Deliverables Specific tasks shall include the following, but are not limited to the following: a. Unboxing of government furnished equipment and removal of packaging material to loading dock trash receptacles or recycling receptacles b. Conduct site visits and validation of each installation to verify proper support for wall mounts and adjust bracing to acceptable levels as needed; and provide the appropriate industry standard recommendations and documentation c. Provide quarterly system inspection on vendor installed displays. This includes checking for wall stability or potential display mount shifting. Quarterly system inspection and services should also include, but may not be limited to: (1) Inspect equipment for damage; and clean, replace, or repair, as necessary. (2) Check DIS cable(s) and cable connections for proper tightness and strain relief and adjust, repair, or replace, as necessary. (3) Physically inspect all display, connections, mounts, and cables for defects or visible issues; adjust, repair, or advise on replacement, as necessary. d. OPTIONAL TASK I: Provide onsite technical support that is nonwarranty and non-maintenance related, which includes but may not be limited to: (1) Evaluate and recommend system design improvements and changes to ensure the overall audio/visual equipment remains fully operational and compatible and compliant with industry standards; federal, state, and local guidelines, etc. 3.2.1 Applicable Standards The following standards shall be followed, as applicable to the specific tasks for which they are intended: a. NSF standards and guidelines for security and Enterprise Architecture b. Section 508 Standards (www.section508.gov) c. OMB Circulars: A-11, Part 7, Planning, Budgeting, and Acquisition of Capital Assets; A109, Major Systems Acquisitions; A-123, Management Accountability and Control; A-127, Financial Management Systems; and A-130, Management of Federal Information Resources d. National Institute of Standards and Technology (NIST) 800-37 Guidelines for the Security Certification and Accreditation of Federal Information Technology Systems e. NSF Contractor Onboarding and Separation Guide Rev. 3.0 3.2.2 General Requirements The Contractor shall perform all management and administrative tasks necessary to satisfy the requirements of this SOW while adhering to all NSF and Federal policies, procedures, and applicable industry standards. 3.2.3 Property Management The Government will provide the contractor displays as Government Furnished Property/Equipment (GFP/E). GFE will be provided once work is scheduled with the federal IT facilities lead. The Contractor shall be responsible for maintaining 100% accountability of the Government property and equipment in their possession. Once displays are installed, the Contractor will provide written verification that the NSF has approved the installation and relinquishes responsibility of the GFE back to the government. 3.2.4 Electronic Communications with NSF The Contractor shall have the ability to communicate electronically with the Government Contracting Officer's Representative (COR), designated Government Performance Monitors, and the Contracting Officer, as necessary, using an NSF compatible e-Mail system. The Contractor shall also comply with all applicable Government laws and regulations including the Clinger-Cohen Act; Paper Reduction Act; Paperwork Elimination Act; the Performance and Results Act; and Section 508 of the Americans with Disabilities Act. Unless specifically defined by the Government all deliverables shall be in Contractor format and submitted electronically in formats compatible with standard NSF productivity products. The Contractor shall submit deliverables in hard copy as requested by the Government. 3.2.5 Administration The Government retains the right to limit, restrict, and control access to its facilities, property, and data, including those identified in this SOW. Access privileges will be tailored to individual Contractor personnel responsibilities. The Government will be the final authority in determining access privileges. The Government exercises its right to grant and revoke individual(s) access to its facilities, or parts thereof, shall not constitute a breach or change to the Contract, regardless of whether said individual(s) are employed by the Contractor, and regardless of whether said individual(s) are precluded from performing work under the resulting Contract. Contractor personnel shall coordinate schedules and activities with Government personnel and other Government Contractors performing required services in areas associated with the requirements of this SOW. The Contractor shall schedule operations as to minimize interference with other Government work and in conformance with existing software release/migration procedures. 3.2.6 Additional Instructions The Contractor shall: a. Ensure the current DIS System remains fully operational during warranty and technical support services; and notify the Government at least 48 hours prior to disrupting normal DIS. operations and services. b. The contractor shall use subject matter experts (SMEs) with current/valid original equipment manufacturer (OEM) certifications where applicable to ensure that the existing OEM warranties and maintenance agreements remain in effect. The Government will: a. Provide all displays needed for installation NET 96 hours prior to installation. b. Initiate visitor and badge requests in a timely manner. c. Provide onsite escorts or permissions at the NSF HQs as needed. d. Host/facilitate meetings and teleconferences as needed. 3.3 Period of Performance The period of performance includes a twelve (12) month base period from 1 June 2022 to 31 May 2023; and one (1) twelve-month option period. 3.3.1 Place(s) of Performance The place of performance is the National Science Foundation (NSF) Headquarters (HQs), 2415 Eisenhower Avenue, Alexandria, VA 22314. No office or storage space will be provided to the contractor at the NSF HQs location. Normal business hours shall be Monday through Friday 8:00AM to 5:00PM. **NOTE** To secure access to the site the awardee will be required to request approval from NSF prior to showing up for inspections or work activity. This is to ensure that physical security is made aware of any planned site visits. 3.4 Personnel Staffing The Contractor shall provide adequate staffing levels during the life of this contract; to include properly trained and certified personnel as required by the OEM. The Contractor shall also be responsible for managing all areas of contract performance, deliverables, and reporting. 3.5 Personnel Security Prior to contract performance contractor personnel must successfully achieve and maintain a favorable determination of the public trust to be favorably considered and granted continuous access to NSF facilities and DAS system. Contractor personnel that do not undergo a background investigation and receive a favorable determination may be denied access to NSF facilities, systems, and contract performance. The DIS IT Facilities Government Lead will ensure all requirements are met for NSF site access. There is no need for NSF network access.
