Project Title: Drill New Water Well at Las Cruces, NM. B. Competition is set aside for Total Small Business. Applicable NAICS code is 237110 Water and Sewer Line. C. In accordance with Federal Acquisition Regulation (FAR) 36.204 the magnitude of this construction project is less than $25,000. D. Prospective offerors shall complete block 14, 15 and 19. E. Prospective offerors shall be registered with Systems for Awards Management (SAM) with an active registration. SCOPE OF CONTRACT The Contractor shall furnish all labor, materials, equipment, supplies, transportation, utilities, and supervision for complete construction of the following in accordance with the clauses, specifications, drawings, attachments, and other terms and conditions set forth in the attached scope of work. To be completed 60 days after notice to proceed. CSRL Mission Statement The USDA, ARS Range Management Research Unit Jornada Experimental Range mission is to produce new knowledge of ecosystem processes and new technologies necessary for sustainable agriculture in dryland agroecosystems, particularly arid and semiarid rangelands. Our unit links long-term, site-based research on natural resource management, innovative livestock production systems, and ecosystem restoration with national and global research on land monitoring and evaluation, analysis, and decision support tools. Our products support management of hundreds of millions of acres of U.S. rangelands, pasturelands, and croplands. Collaboration with the National Science Foundation, the Department of Interior, other USDA agencies, non-government organizations, producer groups, and many universities augment the in-house research program. International agreements extend the impact of our research to vulnerable drylands worldwide and enable discoveries that benefit U.S agriculture. SCOPE OF SERVICES: The Contractor shall provide all professional services necessary for the accomplishment of the contract project and such required services shall be in accordance with requirements as described herein. a. The Contractor shall provide services for the following tasks marked by an "X": [X] Provide a detailed technical proposal and detailed cost proposal to complete the project as per project requirements. [X] Provide and install all material to complete the project as per project requirements. PROJECT REQUIREMENTS: The Contractor shall furnish a detailed technical proposal and detailed cost proposal to provide material and services to drill a livestock water well at the Jornada Experimental Range, USDA-ARS, Taylor Well, Las Cruces, NM 88012, Asset #S047: o The contractor shall drill a livestock water well adjacent to, and replacing, the existing nonfunctioning well per 4.2. o The contractor shall case the full depth of the well per 4.2 The contractor will provide a turnkey product to include, but not limited to, all materials as specified and the proper installation of all material. Additional Information provided in 7.0 Layout. a. The Contractor will work with Facility personnel to ensure project is accomplished in a timely manner. b. The Contractor's work shall adhere to the criteria stated within these project requirements and specifications. c. Materials and Installation shall meet the applicable sections of the Uniform Federal Guide Specifications (UFGS), including UFGS 14 24 23. The UFGS specifications can be found on the listed on the Whole Building Design Guide Construction Criteria Base UFGS page at: https://www.wbdg.org/ccb/browse_cat.phpc=3. d. The Contractor's work shall adhere to the criteria stated within these project requirements, drawings, and specifications. All construction shall comply with applicable federal, state, and local code requirements as well as current industry standards, (i.e.: UBC, NFPA, UL, ACI, ANSI, FCC, ASTM, NEC, NEMA, etc.) and health and safety codes, in effect at the time of contract award. e. All codes and standards referenced in this specification will be to the edition of the references as detailed in this section. All materials and Work and Services to be performed under these specifications shall be in compliance with the Codes listed in this section or as determined by the authority having jurisdiction. f. Construction Wage Determination Rates apply to all construction contracts in excess of $2,000. Employee payroll logs for the project will be required to verify wage rates are being adhered to. g. Payment, bid or other bonds may be required per the Contracting Officer's bid package. Obtaining and the cost of these bonds is the responsibility of the Contractor. Proof of Insurance may also be required. h. Shutoff of utilities, if required, shall be scheduled no less than ten (10) working days in advance. i. The Contractor is responsible for visiting the site prior to submitting a bid to observe existing conditions. No compensation will be provided for conditions that would be visible during an on-site visit for persons experienced performing this type of work. j. Clean up and removal of all debris from construction site once job is completed. k. Facility access is controlled by locked gated. Contractor will schedule work with location in order to gain access.
