Site work for a water / sewer project in Nashville, Tennessee. Completed plans call for site work for a water / sewer project.
Background: The National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS) Southern Region Weather Forecast Office (WFO) Nashville Tennessee is in need of a new standalone waterline. The existing waterline serves a park managed by the Corp of Engineers before terminating at the WFO. It has been discovered that the existing waterline has an extensive leak of unknown origin that has resulted in excessively high-water bills. Objective: To install a new waterline to National Weather Service Weather Forecast Office Old Hickory, TN. Scope: In accordance with the terms of this contract, the Contractor shall be required to furnish all necessary labor, materials/supplies, equipment, services, and supervision to accomplish all tasks necessary for the performance of the work set forth in this Statement of Work (SOW). NOTE: All work will be accomplished within the area outlined in this SOW. Coordinate all tree removals with COR. Water shutoffs will need to be coordinated through COR so all notifications can be made. 1. Contact West Wilson Utility District (10960 Lebanon Road, Mt. Juliet, TN 37122, ph: 615-758- 5682) in order to have the new water meter installed at the 8" water main. This has to be done by the WWUD before the new waterline gets installed. 2. Install new 2" line (PVC construction) at a depth of 36" and be connected to the meter installed in Step 1. at the intersection of Needmore Road and Shutes Branch Road. 3. Approximately 2700' feet of new waterline will run to the East of Shutes Branch Road to the intersection of Weather Station Road then turn Easterly and continue on the South side of Weather Station Road to NWS leased property. One tree will need to be removed for the installation and coordinated through the COR. Refer to Picture 1 and 2 as a reference in this SOW. 4. Once the waterline is inside NWS leased property the line will turn to the North and will be bored under NWS access road and connected at the Southwest corner of the WFO where the current shutoff is located. 5. Once the new waterline is installed, the trenched area will be back filled to industry standards/codes and the area will be restored to pre-project conditions. 6. Contractor and Government Contracting Officer Representative will conduct a walk through the area to ensure proper installation. 7. Clean up and haul off all debris. 8. Obtain all licenses, permits, and fees required for completing work. Point of Contacts: To be provided at time of award. Security: The contractor(s) will be required to sign in each morning and sign out each evening. *** The C & A requirements of clause 73 does not apply and a Security Accreditation Package is not required. *** Place of Performance: National Weather Service Office 500 Weather Station RD Old Hickory, TN 37138 Period of Performance: Provide a completed waterline installation 180 days from contract award date. Standard Workday/Week: Work shall be accomplished during the standard 8-hour day, 5-day week, Monday through Friday, between the hours of 8:00 A.M. and 4:30 P.M. local time, excluding Federal legal holidays and non-work days resulting from holidays occurring on weekends. Advance notices and solicitations shall state the magnitude of the requirement in terms of physical characteristics and estimated price range. In no event shall the statement of magnitude disclose the Government's estimate. Therefore, the estimated price should be described in terms of one of the following price ranges: (b) Between $25,000 and $100,000. The Government intends to award a trade-off, best value, firm fixed price purchase order on an all or none basis with payment terms of Net 30. All Bidders are strongly encouraged to make a site visit to inspect all proposed work and to acquire all necessary site information to properly prepare their Quote. Failure of the Contractor to visit the site and acquire all necessary site information to properly prepare the quote shall not be acceptable cause to justify a later request for additional costs after Contract Award. Any questions that come up at the site visit must be provided to the CONTRACT SPECIALIST via email at Stephanie.Long@noaa.gov no later than May 10, 2022 at 3:00 p.m. MDT/MST. No questions will be answered on site. Technical Approach and Capability. The offeror's approach to performing contract requirements and its capability to successfully perform the contract will be evaluated. A contractor that has performed a site visit will be regarded with higher technical capability unless the contractor can provide a detailed technical approach write-up with their quote for the Government to consider in place of a site visit. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
