No contractor or subcontractor may be awarded a contract for public work on a public works project unless registered with the DIR pursuant to Labor Code section 1725.5. This project is subject to compliance monitoring and enforcement by the DIR, and the contractor and subcontractors must furnish electronic certified payroll records to the Labor Commissioner. The contractor shall post the job site notices as prescribed by the regulation, pursuant to Labor Code section 1771.4(a)(2) Each proposal must be accompanied by cash, a certified or cashier's check, or bidder's bond of the prescribed form and made payable to the City of Lompoc for an amount equal to at least ten percent (10%) of the amount bid, such guaranty to be forfeited, should the bidder to whom the contract is awarded fail to furnish the required bonds and to enter into a contract with the City within the period of time provided by the Proposal Requirements. Each proposal shall include a Payment Bond per Civil Code Section 3248. The bond shall be in a sum not less than one hundred percent of the total amount payable by the terms of the contract. The Design Engineer has calculated an estimate of probable construction costs for this project. The City does not wish to publicize the engineer's estimate of the project cost since this information may tend to influence the number and nature of bids received However, for bidder's convenience, the City will publicize that the engineer's estimate for the base bid falls within a range of $550,000 - $650,000. *The value for this project is based on a financial range.
