The BC Ministry of Forests ("FOR" or "Ministry") invites proposals from Proponents specializing in structural quality assurance (QA) services to provide these services during the in plant fabrication of concrete, steel and timber components for Ministry bridges and cattleguards. It is anticipated that the successful Proponent will enter into a contract to provide ongoing, on-call and responsive in-plant QA inspection services to the Ministry for a term of twelve (12) months from July 1, 2022 to June 30, 2023. It is anticipated that a contract could be awarded by May 31, 2022, allowing one month for the Contractor to organize and fully implement in-plant quality assurance services commencing July 1, 2022. The Contract contains an 'option to renew' clause whereby the Ministry reserves the right to renew but is under no obligation to renew a Contract for a 2nd term of one year between July 1, 2023 and June 30, 2024 and possibly for a 3rd term of one year between July 1, 2024 and June 30, 2025, subject to provincial funding and satisfactory performance of the successful Proponent as determined by the Ministry in its sole discretion. As renewal is not assured, Proponents are cautioned to prepare their price on the basis of a single term contract only between July 1, 2022 and June 30, 2023. Should the option-to-renew be exercised, the bid rate or bid price is expected to remain unchanged in a 2nd term of one year between July 1, 2023 and June 30, 2024 and possibly a 3rd term of one year between July 1, 2024 and June 30, 2025, unless, in the Ministry's sole opinion, a negotiated rate change is warranted. Proposed changes to hourly rates must be submitted in writing 60 days in advance.
