Renovation of a detention facility in San Diego, California. Completed plans call for the renovation of a detention facility.

The delivery method for this Project is "Construction Manager at Risk" (CMAR), and will consist of a preconstruction phase and, at County's option, a construction phase. During the preconstruction phase, the CMAR will collaborate with the County and Architect/Engineer on existing conditions, design, constructability, cost, and schedule of the Project and develop a Guaranteed Maximum Price (GMP) for the construction phase of the Project. Upon County acceptance of the GMP, the County may exercise its option for the construction phase. If the County and the CMAR do not agree upon a GMP, the County will not exercise its option for the construction phase of the Project to the CMAR. The East Mesa Juvenile Detention Facility is located at 446 Alta Rd # 6100, San Diego, CA 92158 and was opened for operation in 2004. It is currently served by a 750KW standby emergency generator, which provides partial backup for the Facility. Due to extended power outages in recent years, County of San Diego desires for the Facility to be backed up fully by an emergency generator for an extended period. The current project provides a new 1.5MW medium voltage generator with integral load bank, which will back up the facility incoming medium voltage feeder from the existing 12.47 KV switchgear. The existing 750KW 600V generator will remain and will act as a supplemental backup to the new generator. All existing systems are to be reprogrammed such that in the event of the failure of the new generator, the existing generator will come online Work is assumed to take place during normal business hours. This is a 24/7 Detention Facility that will be fully occupied during construction. Access to the Facility will be restricted to individuals approved for entry by the Probation Department through background record clearance procedures. Security escorts are required while onsite and tool checkin/out procedures apply. All power shutdowns must be coordinated with County of San Diego Probation Department and the Facility will need to be supplemented with temporary power during any planned shutdowns. The selected Offeror shall provide a payment and performance bond in an amount of one hundred percent (100%) of the Phase 1 Sum prior to County's issuance of the Notice to Proceed for Phase 1. The selected Offeror shall provide a payment and performance bond (or a bond rider) in an amount of one hundred percent (100%) of the GMP prior to County's issuance of the Notice to Proceed for Phase 2. The budget not to exceed for this project is $ 3,256,035.00.
