The Facilities Program Management Division of the Boise City Public Works Department is soliciting proposals from experienced firms who can adequately demonstrate that they have the resources, experience, and qualifications to provide Construction Manager/ General Contractor services for a variety of Miscellaneous Minor Construction projects. The City intends to select several CM/GC firms from this solicitation, in accordance with Idaho Code 54- 4511(2). Services will be provided on an as needed, project-by-project basis. It is anticipated that the value of the City's need and budget for services will vary throughout the life of the contracts. Specific project work will be authorized by individual task orders. It is estimated that the City will contract with one (1) or more firms selected from this RFQ for two (2) years, with the possibility of three (3) one (1) year extensions. Preconstruction and Bid and Award Services: Review of design documents, constructability reviews, generating construction cost estimates, trade contracts, project schedules, phasing plan, logistics requirements, developing trade bid package scopes of work and obtaining/ opening of bids for subcontracts and trade contracts. Construction: Serve as the construction manager at risk throughout the duration of the construction process for each project, including award of subcontracts and trade contracts, through completion and closeout. The CM/GC firm will be "at risk" to complete the construction work for the bid prices and agreed upon fees used to establish the Guaranteed Maximum Price (GMP) and within the contract times established for each project element, subject to contract provisions for changes to the GMP. A separate GMP is anticipated for each project. All CM/GC work must be performed by staff licensed in Idaho to provide such services for Public Works projects. More detailed information regarding the project and scope of services can be found in the Project Information section of this RFQ. In determining the best qualified proposal, Purchasing will consider all acceptable proposals on a basis consistent with solicitation requirements. The City of Boise reserves the right to reject any and all proposals, to waive any irregularities in the proposals received and to accept the proposal(s) that are in the best interest of the City.
