Per the owner, as of February 8, 2024, construction started on this project in August 2023. Closed solicitation has been included below for reference. ........... The general Scope of Services shall include, but is not limited to, project management, coordination with City & private utilities, pre-design research, surveying, geotechnical testing, and design of the proposed reconstruction project, including pavement reconstruction, water, wastewater, and drainage improvements, utility relocations, sidewalk, curb and gutter, and curb ramp replacement. This work will include coordinating with all necessary agencies, performing pavement design analysis, and preparing a complete set of plans, specifications, and an engineer' estimate (PS&E) for the proposed improvements. The scope of services set forth in this Request For Proposals represents an outline of the services which the CITY anticipates the successful proposer to perform and is presented for the primary purpose of allowing the CITY to compare proposals. The precise Scope of Services to be incorporated into the Professional Services Agreement shall be negotiated between the CITY and the successful Proposer. The CITY requests that the Proposer suggest changes to the Scope of Services (as a part of the Proposal) needed to achieve the CITY's stated Project Objectives. A preliminary Scope of Services, with potential work items, is provided below. The scope provided is not intended to be the complete scope required on this project. Each PROPOSER should, based on their expertise, consider additional tasks that may be required to complete the project, revising this preliminary Scope of Services as necessary. All responsive proposals shall be reviewed and evaluated by the CITY in order to determine which proposer best meets the CITY's needs for this Project by demonstrating the competence and professional qualifications necessary for the satisfactory performance of the required services. The criteria by which the CITY shall evaluate proposals are set forth in the Request for Proposals. Upon completion of the review period, the CITY shall notify those Proposers whose proposals will be considered for further evaluation and negotiations. Proposers so notified may be required to provide a presentation. Any delay caused by Proposer's failure to respond to direction from the CITY may lead to a rejection of the Proposal Unnecessarily elaborate or glossy proposals are neither expected nor desired. The emphasis of the proposal should be on responding to the requirements set forth in this Request For Proposals. The CITY's primary objective for this Agreement is to obtain professional assistance in preparation of plans, specifications, and estimate (PS&E) for the Reconstruction of Bessie Avenue between Lowell Avenue and Grant Line Road. The consultant will serve as the central coordinator for all activities between the consulting team, City staff and other agencies. The CITY reserves the right to reject any and all proposals or waive any irregularities in any proposal or the proposal process. The method of contractor selection has not been determined at this time.
