Job No. P-98-008-22, Relocated IL 3 from South of Riverpark Drive Connector in East St. Louis to Monsanto Ave. in Sauget, Phase II Land Surveying Project, St. Clair County, Region Five/District Eight. This project requires 22% DBE participation, or if the contract goal is not met, documented evidence of good faith efforts. The Complexity Factor for this project is 0. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on July 27, 2022, at 1:00 PM at the Region Five/District Eight Office in Collinsville. Phase II land surveying services are required for the relocation of Illinois Route 3, from 0.1 mi South of the Riverpark Connector in East St. Louis to Monsanto Avenue in Sauget, for a total project length approximately 2.0 miles. The Consultant's work is anticipated to consist of performing professional land surveying services required to establish boundary lines and prepare the necessary survey records and documents associated with the acquisition of additional right of way parcels, for the relocated alignment of Illinois Route 3. This work may include land surveying to reference the proposed highway centerline to public land lines, land surveying to locate boundaries and topographic improvements, record research, preparation and recording of monument records, preparation of CADD files, legal descriptions, Freeway Orders, Plat of Highways, Centerline Survey Plat, and various other related survey plats and exhibits, as required. It is anticipated the work will also include coordination with multiple railroad companies, as the proposed alignment, for relocated Illinois Route 3, has continuous interactions with railroad right of ways throughout most of the project. The estimated construction cost for this project is $93,000,000. The completion date for this contract will be 120 months after authorization to proceed. The Prime firm must be prequalified in the following categories to be considered for this project:
Special Services (Surveying) Statements of Interest, including resumes of the key people noted above, must be submitted electronically to the Central Bureau of Design and Environment through the Engineering Prequalification and Agreement System (EPAS). The firm acting as the prime must be prequalified in all the prequalification categories requested in the project advertisement even if they plan to subcontract part of the project, except where noted in a specific project advertisement. Any work being done by a consultant, prime or sub must be prequalified in the IDOT prequalification category of work they are performing.
