Question Deadline: Thu May 19, 2022 5:00:00 PM (PDT) City of Prince George (the "City") is seeking the services of a qualified multi-disciplinary consultant team who can demonstrate the experience required to develop a Civic Core District Plan (Plan). The development of the Plan is identified within both the City Council and City of Prince George strategic work plans to meet a number of emerging needs relating to aging infrastructure, changing land uses, and various recreational, arts, and cultural space needs. Downtown Prince George has recently been undergoing rapid change through private and public investments, which has prompted the need to develop a collective vision and prioritized plan for future reinvestment and place-making within the City's civic core district. The goal of the Plan is to develop an aligned 10-year strategy with a roadmap for land use planning and prioritized infrastructure investment considerations within the civic core district area. The Plan will build from a number of previously developed plans and feedback collected through community engagement, as well as past, current, and potential future projects within the civic core district. The development of the Plan will require additional community engagement, options analysis, and the identification of various tasks, timelines, costs and responsibilities for implementation. The initiation of the Plan's development will begin with a presentation to City Council in late Fall 2022. The final Plan will be required for completion in 2023 and subsequently followed by a presentation of the Plan to City Council for consideration and potential adoption. The qualified consultant team will be required to have demonstrated knowledge, experience, and available resources in the fields of land use and infrastructure planning, recreation and cultural facility planning, public realm design, community engagement, predictive analytics, presentations, and graphic representation. This RFPQ is intended to pre-qualify up to three (3) Respondents for a Request for Proposal ("RFP") process (posted separately on the Bidding System at a later time), which in turn may ultimately lead to Contract negotiations, or to the creation of a Contract without negotiations. The City also reserves the right to proceed directly to Contract negotiations without an RFP or ITT, if this RFPQ process leads the City to conclude that only one Respondent is qualified to perform the Work, for example. The City plans to apply certain desirable criteria to evaluate the submissions received in response to this RFPQ, primarily concerning the capability of each Respondent in relation to the Work, but also other criteria, as set out in further detail in this RFPQ. In addition, certain Mandatory Requirements will apply. The method of Contractor Selection has not been Determined at this time.
