Renovation of a playground / park / athletic field in Wantagh, New York. Completed plans call for the renovation of a playground / park / athletic field.

The Long Island Capital District of the New York State Office of Parks, Recreation, and Historic Preservation seeks proposals for Construction Management services related to the rehabilitation and reimagining of the Jones Beach State Park East Bathhouse including a multi-generational waterplay area (splash pad/splash fountain) in the central courtyard, shade structures and pavilions for families and groups to gather, beachside concessions and rooftop/veranda operations for daytime and evening use. The complex will also accommodate a variety of operational uses including a first aid station, park offices, storage of maintenance equipment, concessionaire office/storage space, and mechanical space. Selection will be according to Qualification Based Selection Procedures. This document summarizes the contracting opportunity, the associated construction project, potential activities to be performed under the contract, submittal instructions, and required qualifications. Fee structure, actual fee, and work order will be negotiated after the most qualified firm has been selected. The Consultant scope of services under this Term Contract may include any or all of the following: Preconstruction Services including but not limited to special emphasis on developing successful bid strategies, contract document review, cost estimating, constructability, value engineering and engaging a qualified PLA consultant Bid Phase Services including, but not limited to, participating in pre-bid and pre-construction meetings, assisting Owner with RFI responses and addenda, and assisting Owner with bid evaluations. Construction Phase Services including but not limited to management of the construction project, maintaining project budgets and schedules, managing submittals, managing project safety, record-keeping, reviewing payment applications, managing RFIs, inspection services, and assist with Quality Assurance/Quality Control. Post-Construction Phase Services including but not limited to project close-out, claims negotiation, and settlement. The services summarized above will be performed specifically in association with the construction of the Site Improvements at Jones Beach State Park, East Bathhouse. Project information and sample activities are provided in more detail below. Estimate of Cost The total compensation over the term of the agreement shall not exceed $5,000,000 unless supplemented otherwise. Construction Management (CM) Contract Term CM Contract Term: 36 months Estimated CM Work Order Duration: 24 months Project Information Applicable Construction Contract: General Construction Contract (via Project Labor Agreement and Best Value procurement) for Site and Building Work Estimated Construction Duration: 18 months Approximate Construction Cost: $40 million Approximate Building and Site Area: 10 acres (approximately) Project Narrative Jones Beach State Park is located on the southern shore of Long Island in the hamlet of Wantagh. The East Bathhouse at Jones Beach, designed by Herbert Magoon, was the first building constructed under the auspices of Robert Moses and the Long Island Parks Commission. Built in 1929, it is listed as a contributing building in Jones Beach State Park and is listed on the National Register of Historic Places. Originally designed to accommodate bathers at the beach with changing areas and food service, in the1960s the bathhouse was expanded to feature a large swimming pool with changing areas relocated to newly constructed wings to the east and west of the central courtyard. The East Bathhouse was removed from service in 2012 with the exception of the concession areas (food service and retail) on the beach side of the complex. The East Bathhouse Rehabilitation project is being undertaken to reimagine the complex as an exciting waterplay venue for beachgoers, families, and groups in particular. A splash pad/water feature area should be the focal point of the reimagination project, as well as the development of new food and drink opportunities. The historic building complex needs significant rehabilitation to accommodate the proposed uses and be universally accessible. Construction Manager to engage a qualified consultant to conduct a feasibility study and associated work to obtain a Project Labor Agreement. Assist as needed with Best Value contractor procurement.
