This phase of the Project reflects the construction of electrical improvements to construct lighting for the pedestrian bridge that connects Memorial Park to the Village Marina, and lighting for the Marina Waterfront Pathway. The scope of work for the project will include the construction of modifications to the existing electrical panelboard, modification to the existing bridge handrails to accommodate construction of new lighting on the pedestrian bridge, construction of light posts and fixtures, construction of bollard lighting, construction of concrete foundations, construction of all conduits and wiring as shown on the plans. Included in the project is all sawcutting, excavation, disposal, conduit bedding, backfill, pavement restoration and topsoil and seed restoration for a complete project. Contract term: 1 year CR Number: 2086549 Traffic control will be performed by Village staff. Each proposal shall be accompanied by a certified check, or bid bond executed by a surety company, in the amount of not less than (10) percent of the total amount of the proposal, conditioned that if the proposal is accepted, the bidder will enter into a contract for the work and that he will execute such further security as may be required for the faithful performance of the Contract. All bids must meet the requirements of the General Municipal Law of the State of New York and all other applicable federal, state and local statutes. Minority Business Enterprise and Women Owned Business Enterprise Participation Goals. Consistent with federal mandates, the Village solicits bids from any and all parties including but not limited to minority businesses and enterprises owned and conducted by women. This Project is funded in part by the New York State Department of State (DOS) under Title II of the Environmental Protection Fund (EPF). In accordance with the DOS's Minority and Women-Owned Business Enterprise Policy, Article 15-A of Executive Law, and the regulations promulgated thereto, the DOS has established the Minority Business Enterprise (MBE) and Women-Owned Business Enterprise (WBE) participation goals of 30% of the value of the DOS funds provided for this project; thus, the estimated dollar amount for W/MBE participation is $ 6,000. Prior to the award of bid, contractors are to submit a minority and women-owned business enterprise ("MWBE") utilization plan for the contract. The Department's New York State-certified Minority and Women-owned Business Enterprises ("MWBEs") utilization goal for the DOS funded portion of the project is 30%. For purposes of this solicitation, the specific MWBE goal and the breakdown between the Minority-owned Business Enterprise ("MBE") and the Women-owned Business Enterprise ("WBE") utilization goals shall be established post award and set forth in the Department contract, in the Attachment B "Budget" (based on the current availability of MBEs and WBEs). A contractor ("Contractor") on any contract resulting from this procurement ("Contract") must document its good faith efforts to provide meaningful participation by MWBEs as subcontractors and suppliers in the performance of the Contract. To that end, by submitting a response to this RFA, the respondent agrees that the Department may withhold payment pursuant to any Contract awarded as a result of this RFA pending receipt of the required MWBE documentation
