Site work, outdoor lighting and renovation of a mixed-use development in Waco, Texas. Completed plans call for the renovation of a 17,500-square-foot, three-story above grade medical facility; for outdoor lighting for a medical facility; and for site work for a medical facility.
In accordance with 38 U.S.C. 8127 (Public Law 109-461), this project is a competitive Service-Disabled Veteran - Owned Small Business (SDVOSB) Set-Aside. The contractor will be required to provide all labor, project management, materials, tools, supplies, and equipment as required by drawings and specifications to complete the necessary work for the EHRM Infrastructure Upgrades Construction project. The location of the project is: EHRM Training and Admin Space Waco Texas VAMC 4800 Memorial Drive Bldg. 12 Waco, TX 76711 This project must be completed in accordance with specifications, drawings and supporting attachments included in the solicitation package. NAICS Code: 236220 ($39.5M) The VAAR Construction Magnitude for this project is between $2,000,000 and $5,000,000. Contractor to provide all labor, material, and equipment necessary for completion of the project, Convert Building 12 to Call Center, as described in the Contract Documents. Work includes, but is not limited to, the following: Interior demolition of walls, flooring, MEP fixtures and equipment, ceilings and exterior windows, louvers, window air conditioning units and other items. Total removal of all new or previously abandoned MEP items (ducts, wiring, plumbing pipes, conduits, etc.) is required. Exterior demolition to include MEP equipment, concrete walkways, and exterior building mounted lighting. Anything that is not identified to be removed or demoed shall be left in place. Other work includes lead abatement and general office type construction of new partitions, new flooring, walls, ceilings, stair, well work, doors, windows, fire protection, NEW mechanical, electrical, and plumbing systems to serve the building, new finishes in the existing elevator, exterior concrete walk, landscaping, and other items as described in the Contract Documents. Offers received from other than Service-Disabled Veteran-Owned Small Business concerns will not be considered. All Service-Disabled Veteran-Owned Small Businesses must be listed as "verified" by the VA's Center for Veterans Enterprises (CVE) (http://www.vetbiz.gov). THE CUT-OFF DATE AND TIME FOR RECEIPT OF QUESTIONS IS August 4, 2022. 2.5 AMENDMENTS: Amendments to this solicitation will be posted at https://sam.gov/. Paper copies of the amendments will NOT be individually mailed. No other notification of amendments will be provided. Potential offerors are advised that they are responsible for obtaining and acknowledging any amendments to the solicitation. Failure to acknowledge an amendment may result in your bid being considered non-responsive. 2.6 PRE-BID SITE VISIT: A formal site visit has been scheduled for this project. This will be the only opportunity for potential bidders to visit the site. See FAR Clause 52.236-27 of this solicitation for further information. See Attachment 20 for a site visit building map. GENERAL: (a) Offerors shall submit their bids via email to both: Amanda.webster@va.gov and William.Henkel@va.gov (b) Only electronic bids will be accepted. No original or hard copies will be accepted. (c) The bid opening will be held via Microsoft Teams. (d) The bid bond shall be submitted as part of the electronic submission. An original hard copy of the bid bond will be requested by the VA, from the "apparent low bidder", during the responsibility determination. (e) Failure to provide electronic bids at the date and time set for bid opening, may deem the bid Non-Responsive. B. BID PACKAGE CONTENTS: (a) Standard Form (SF) 1442 Solicitation, Offer and Award: The Offeror shall complete & sign the "OFFER" section of the SF 1442. Please include your company DUNS number in Block 14 and the Unique Entity Identifier number associated with SAM.gov, if currently applicable. (b) Acknowledgement of All Amendments: The offeror shall acknowledge all amendments by either 1.) Completing block 19 of the SF 1442, or 2.) Returning the signed amendment form(s) with the submission. (c) Pricing Schedule: The Offeror shall complete the Price Schedule located on page 6 of the solicitation. The Offeror shall submit separate pricing for all items listed. (d) Bid Guarantee: The Offeror shall furnish a bid guarantee (see FAR 52.228-1). The bid guarantee shall be provided on Standard Form 24. (e) Representations & Certifications: The offeror shall provide their Representations and Certifications or their response to FAR 52.204-8 (2) (i) or (ii) Annual Representations and Certifications. *The value for this project is based on a financial range.
