Renovation of a municipal facility in Ashland, Ohio. Completed plans call for the renovation of a municipal facility.
The Board of Commissioners of Ashland County will be accepting Statements of Qualifications from design-build firms for the renovation of an existing building for the Ashland County Health Department and Emergency Management Agency. Statements of qualifications should provide information about the firm that would allow the Board to evaluate firms on the basis of technical training, education, and experience of the firm's personnel and key consultants, and the architect or engineer of record and any other employees and consultants who would be assigned to perform the services under this contract; the ability of the firm in terms of its workload and availability of qualified personnel, equipment, and facilities to perform the required designbuild services competently and expeditiously; and past performance of the firm as reflected by the evaluations of previous clients with respect to such factors as control of costs, quality of work, and meeting of deadlines; and compliance with Ohio Revised Code sections 4703.182, 4703.332 and 4733.16, including the use of a licensed design professional for all design services. This is a qualification-based selection process. Firms should not submit bids, price estimates, or projectspecific proposals at this time. The Method of Contractor Selection has not been determined at this time. The preconstruction and construction services are generally described below. Subcontracts including Plumbing, Fire Protection, HVAC, and Electrical trades will be awarded by the Design-Builder to prequalified vendors using a competitive process. The parties will engage in an "open book" pricing method in which all subcontracted work shall be based upon competitive pricing that will be reviewed by the Owner, the Criteria A/E and the Design-Builder. The Owner shall have access to all books, records, documents and other data in the Design-Builder's possession related to itself, its subcontractors and material suppliers pertaining to bidding, pricing or performance of the Agreement.
