The Ministry of Forests (the "Ministry") on behalf BC Wildfire Service ("BCWS"), a branch within the Ministry, invites Respondents to submit Responses to provide Large Water Moving Services on an "as, if and when requested" basis throughout British Columbia using Equipment and Crew provided by the Respondent. The Large Water Moving Services may include pumping water out of natural resources into Contractor supplied tanks and potentially systems that the Province will use on sustained action wildfires to support the BCWS's wildfire operations. Such operations may include but are not limited to BCWS's structure protection teams, wildfire fire suppression crews, and prescribed burning activities. The Ministry may also use the Large Water Moving Services to assist with fuel management projects when not engaged in wildfire operations (e.g., back burns). Wildfire operations are typically located in remote locations throughout the Province, and may be located within any of the Fire Zones set out in Appendix D. Notwithstanding the location of a particular incident, the Marshalling Point for all Service Requests will be the Provincial Wildfire Coordination Centre ("PWCC") in Kamloops, B.C. and "mobilization/demobilization" hourly rates will be paid from this location. The Province intends to enter into Standing Arrangements with all Respondents who meet all mandatory criteria and minimum scores. The initial term of the Standing Arrangement is from June 1, 2022 to March 31, 2023. Each Standing Arrangement will contain an option to extend whereby the Province reserves the right, at its sole option, to extend the Standing Arrangement for one (1) additional term of 12 months (April 1, 2023 to March 31, 2024) on the same terms and conditions, except that the Province can consider adjusting the prices in accordance with the change to the British Columbia Consumer Price Index for the year immediately preceding. The Large Water Moving Services are to be provided on an as, if and when requested basis and no representations, commitments or guarantees are made with respect to the timing, number or value of Service Requests that may be requested from a Contractor over the term. A Standing Arrangement established pursuant to this RSA does not confer an exclusive right to provide the Large Water Moving Services to the Province. The Province reserves the right to procure the Large Water Moving Services by any other means, including use of other agreements, or by other procurement or contracting methods.
