Site work and paving for a mixed-use development in Reidsville, North Carolina. Conceptual plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

Project Name: Cypress Drive Roadway Improvements This project is located within the City of Reidsville and includes road improvements for Cypress Drive from Belmont Drive to South Scales Street. An overall map is attached showing the general location. The overall length of this project is approximately 5,860 feet from Belmont Drive to South Scales Street. Cypress Drive Request for Proposals For Engineering Services This project shall include widening the road to a minimum of 24' paved width ( 12' wide for both traffic lanes not including bike lane widths), widening an additional 4' each side to add bike lanes, add curb and gutter to both sides, add sidewalk to both sides, and asphalt overlay. A cross-section of the proposed road improvements is attached. The City of Reidsville may elect to construct all of these elements of this project or eliminate work at its' discretion such as deciding to eliminate sidewalk on one side or both sides, the possibility of eliminating curb and gutter on both sides, and the possibility of eliminating the added 4' wide pavement bike lanes on both sides. Costs shall be broken out in 3 sections; Belmont Drive to South Park Drive, South Park Drive to the greenways crossing, and from the greenways crossing to South Scales Street. Cost estimates prepared by the selected Engineer will assist the City in making these scope-of-work decisions. Also included in this work scope are concrete/asphalt/gravel driveway aprons, related storm drainage, driveway pipe replacements where needed, tree or bush removal, double application of BST coats, ABC, road striping, erosion control, utility relocates, signage, and any miscellaneous work. Selected Engineer will prepare plans and specs for bid purposes. Work shall include two phases l)design phase as well as 2)overseeing the construction phase. Also included is designing a turn-about at the intersection of Cypress/South Park Drives. The City also may or may not elect to include this as part of the work so its cost should be broken out by itself. Prepare construction drawings including existing and proposed conditions. Prepare and obtain any regulatory approvals such as NCDOT encroachment at the Scales/Cypress Drive intersection as well as stream approvals (should they be needed such as a 401/404 permit) by the US Army Corps of Engineers/State of NC related to the creek crossing the flood zone approximately 500' west of the Cypress/Lemar Drive intersection. Also included are coordination and location of existing utilities with proposed changes, preparation of and obtaining State approval of a Sedimentation and Erosion Control Plan, and preparing a traffic control plan. After an Engineer is selected, cost estimates shall be provided by the Engineer including a preliminary estimate early in the design process as well as a more detailed estimate prior to bidding. The City reserves the right to eliminate portions of the work at any stage of this process including before or after bidding. Provide a schedule for key steps from project inception to completion. Work shall include identifying parcels and what portion needs to be acquired as right-of-way acquisition. Surveying as needed to prepare the drawings and complete the design is included in this RFP work. Surveying related to plat preparation is not included within this scope of work. The City intends to contract directly with a Registered Professional Surveyor to perform this function. The selected engineering firm shall coordinate work with this surveyor as needed throughout the project and will provide a drawing early in the design phase showing what parcels property needs to be purchased from for the surveyors use in preparing a plat. After receiving adequate survey information from the surveyor, the engineering firm shall investigate the relationship between the existing right-of-way location and the existing roadway location. Following this investigation the engineering firm shall make a recommendation for location of the proposed centerline and determine if centerline realignment is desirable. Incorporate needed changes into design. The engineering firm shall be responsible for negotiating purchase of right-of-way from each property owner. The City will provide the 1) Grant of Right-of-Way forms for each parcel to be acquired as well as 2) the PLS prepared plats to the engineer. The City will assist in preparing guidelines for the engineer to use for negotiations. Note shorter, more-concise, and project-specific RFP's are appreciated. The City of Reidsville will evaluate the firms overall experience particularly with similar projects, knowledge, and past performance relating to cost-effective designs. Include a brief description of at least 3 previous projects performed that were similar in scope and magnitude of this project. Cost information related to previous projects is helpful as part of the RFP evaluation process. Provide at least 3 references with contact information for similar projects. The Engineering firm must have a North Carolina Registered Professional Engineer in responsible charge of the project. The RFP shall include the project team designated to do this work including each member's name with their qualifications and registrations, their responsibilities with this project, and past experience with similar work. The current workload of the Engineering firm will be addressed in the RFP. Include an hourly rate chart for all personnel and other charges associated with this project. The office location will be identified as well as the designated main contact. The City of Reidsville reserves the right to reject any or all packages received or to request additional information as may be needed to determine qualifications. Reidsville may elect to conduct interviews as part of the selection process to help determine qualifications.
