Site work and outdoor lighting for a transportation facility in McMinnville, Tennessee. Completed plans call for site work for a transportation facility; and for outdoor lighting for a transportation facility.

Relocate Threshold and Replace Airfield Lighting Project Components of the project (generally) consist of the following tasks: airfield electrical work such as lighting and NAVAID replacement (base bid 1 and additive alternate) and pavement seal coating and airfield pavement marking (base bid 2). Base bid schedules will be evaluated independently. Bidders can submit bids on any or all base bid schedules but must only submit one bid for each base bid schedule. Bidder submitting on base bid 1 must also submit on the additive alternate. Any bidder submitting multiple bids for the same base schedule will have the bids for that bid schedule disqualified and thrown out. Each sealed proposal shall be accompanied by a certified check, cashier's check, or satisfactory bid bond, in a sum that is not less than five (5) percent of the aggregate amount of bid, payable to the Warren County Memorial Airport Commission. The successful bidder will be required to execute Contract and to provide Contract Surety in an amount equal to one hundred (100) percent of the bid amount for performance, and a bond in the amount equal to one hundred (100) percent of the bid amount guaranteeing the payment of all labor, materials, etc. Rights to waive any formality in any proposed guarantee, to reject any and all bids, and to negotiate with the apparent low bidder to such extent as may be necessary, are reserved. No bidder may withdraw his bid for a period of one hundred twenty (120) calendar days after the scheduled closing time for the receipt of bids. Bids may be held by the Warren County Memorial Airport Commission for a period not to exceed one hundred twenty (120) calendar days from the date of the bid opening for the purpose of evaluating bids prior to award of contract. This project is subject to the requirements of 49 CFR Part 26 Disadvantaged Business Enterprise Participation. The owner has established a contract goal of 8.28% participation for small business concerns owned and controlled by qualified disadvantaged business enterprises DBE for this Base Bid 1 and Additive Alternate 1 of this project. The bidder shall make and document good faith efforts, as defined in Appendix A of 49 CFR Part 26, to meet the established goal. Base Bid 2 does not have a DBE requirement, although DBE participation is recommended. Title VI Solicitation Notice: The Warren County Memorial Airport Commission, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C.2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
