C.1 Scope of Work Description of Work: The intent of this contract is to secure Professional Arborist and/or Tree Work Services to Remove 1 Hazard Tree on NFS Lands on the Mammoth Ranger District on the Inyo National Forest, that has been determined to be a Hazard Tree to Private Infrastructure situated on Private Lands. Work to be performed according to contract specifications. Contractor Responsibility: The Contractor shall provide everything--including, but not limited to, all equipment, supplies, transportation, labor, and supervision--necessary to complete the project, except for that which the contract clearly states is to be furnished by the Government. C.2 Project Location & Description Location: The 1 tree is located within the boundaries of the Inyo National Forest, CA, Mammoth Ranger District, near the street address 103 Zurs Ct, Mammoth Lakes, CA 93546. See Location Map attached. Description: The 1 Hazard Tree is a 54" DBH Jeffrey pine and is about 120-130' tall. It is completely dead, has no needles, and has a basal scar on one side. It is located on NFS Lands on the Mammoth Ranger District on the Inyo National Forest, and adjacent to Private Infrastructure and Private Land. The tree is marked with Blue Timber Marking Paint. It is the only tree in the immediate vicinity that is marked with Blue Timber Marking Paint. If there is any discrepancy about which tree is to be removed, the COR must be contacted as soon as possible, and no more work must take place until the discrepancy is resolved. The Project Map is a geo-referenced PDF map, that can be viewed with a smart-phone or tablet PDF map application and will show the rough location of the tree. The project map is intended to show the general location of the tree. The map is not intended to be accurate as to precise location. The field marking of Blue Timber Marking Paint on the tree bole shall govern. Exclusions (Non-Work Areas): Control areas (if present) Non-Work Areas will be delineated on the ground by highly visible flagging (generally orange and white candy cane and/or pink with AVOID inscribed on it) on the boundaries of the exclusion. No work will be allowed within Controlled Areas unless authorized by USDA Forest Service. Additionally, no Mechanical equipment (including chippers) or built piles will be permitted within 25 feet of any waterbody (whether wet or dry). It is the Contractor's responsibility to review No Work Areas with the COR before work commences in the project area. Steep Slopes: Use of mechanical equipment shall be limited to slopes less than 30 percent and to when soil is dry to 6 inches, or suitable conditions determined by a Forest Service Watershed Specialist. Accessibility: Access to the tree can be gained for equipment on NFS land, entering from Hwy 203 and approaching the tree from the southeast. The project area can and will be accessed from established highways and Forest system roads. Work vehicles and equipment will be parked on Forest Service land unless prior arrangements have been made by the Contracting Officer. Some terrain may necessitate the use of a four-wheel drive, high-clearance vehicles. It shall be the responsibility of the Contractor to determine the most suitable route to the project area. The Contractor shall be responsible for obtaining all permits necessary for the transportation of equipment on Federal, state, county, and private roads. The bidder is strongly encouraged to inspect the project work area. The attached map and specifications are intended to show only the general information about the project. Access for all Equipment from the road surface to the unit, and/or within the unit, will necessitate avoidance of Waterbodies (no equipment within 25 feet of any waterbody). Any prospective contractor desiring an explanation or interpretation of the solicitation, drawings, specifications, etc., must request it in writing from the Contracting Officer soon enough to allow a reply to reach all prospective contractors before the solicitation closing date. Oral explanations or instructions given before the award of a contract will not be binding. C.3 Maps Map included in Section J is general in nature and are not to be considered as definitively identifying locations. C.4 Estimated Start Date & Contract Time Start: As soon as practical Time: 30 days
