Sources Sought Notice- Sewer Line Replacement in Richmond, California Notice Number: 28321322RS0000004 Notice Type: Sources Sought Classification Code: Z2AA NAICS Code: 237110, Water and Sewer Line and Related Structures Construction Synopsis: The Social Security Administration (SSA) is conducting a market survey/sources sought to help determine the availability and technical capability of qualified businesses, particularly small businesses, Service-Disabled Veteran-Owned Small Businesses, HUBZone Small Businesses, Woman-Owned Small Businesses, and 8(a) Small Businesses, to provide the requirement below. Executive Order 13985, Advancing Racial Equity and Support for Underserved Communities through the Federal Government (Equity EO), directs federal agencies to ensure that contracting and procurement opportunities be made more readily available to all eligible vendors and to remove barriers faced by underserved individuals and communities, all in an effort to increase contracting with small disadvantaged businesses (SDB) by 50 percent by 2025. In the spirit of this goal, SSA is particularly interested in determining the availability and technical capability of small and traditionally-underserved businesses, including SDBs, women-owned small businesses, service-disabled veteran owned small businesses, and contractors in historically underutilized business zones. This announcement is not a request for quotations, and the Government is not committed to issue a solicitation or award a contract pursuant to this announcement, or based on responses to this announcement. Information received from this market research is only for planning purposes and will assist the Government in its acquisition strategy. As such, the Government will not entertain questions concerning this synopsis, and will not pay any costs incurred in the preparation of information for responding to this market survey or the Government's use of the information. Proprietary information must be clearly identified as proprietary information. The Government will not provide a debrief on the results of the survey. All information submitted will be held in a confidential manner and will only be used for the purpose intended. SSA needs a utility engineering and installation services contractor for the Frank Hagel Federal Building located at 1221 Nevin Avenue, Richmond, California 94801. The building is a standalone, steel-framed, six-story building consisting of brick-faced concrete fascia panels, approximately 619,000 gross square feet and is located on 10 1/2 acres. The Contractor shall complete a design-build for the building sewer replacement project. The contractor will be required to perform the following: (1) Perform an Engineering Study of the sanitary and storm sewer systems. a. Building information modeling (BIM) requirement included (2) Replace the East exterior sewer main. a. This includes approximately 200 lineal feet of 10-inch sanitary sewer main on the exterior of the building from building face to manhole located in city Right Of Way. (3) Replace the West exterior sewer main. a. The new manhole is to be located on federal property. b. The West exterior sewer main is approximately 160 lineal feet of 10-inch sanitary sewer main from exterior of the building to new manhole identified in item (3)a. c. The replacement shall connect to the existing sanitary line at the property boundary. (4) Replace the East interior main. a. This includes approximately 275 lineal feet of 10-inch sanitary sewer main on the interior of the building, from point of origin on the northern end the of building to the exterior on the southern elevation. (5) Replace the West interior main. a. This includes approximately 150 lineal feet of 10-inch sanitary sewer main on the interior of the building, from point of origin on the northern end of the building to the exterior on the southern elevation. (6) Replace the storm sewer main. a. This includes approximately 140 lineal feet of 12-inch and 15-inch storm sewer main on the exterior of the building. Work includes approximately 50 lineal feet of 12-inch pipe from the building face to the manhole and approximately 85 lineal feet of 15-inch storm sewer line from the manhole to the property line. (7) Replace lift station pumps and controls for all systems identified above. a. All lift stations shall be duplex operation. b. Sanitary pump systems are located in room B-4 (2) and room B-63 (1). c. The Contractor integrate new pumps into the existing Building Automation System. The contractor shall comply with all current federal, state, local laws and regulations as well as SSA's safety policies and directives. The contractor shall be knowledgeable and skilled in sanitary and storm water systems including design, removal, and installation of both exterior and interior components and, as necessary, to provide for the comprehensive system repair and integration to existing building components. The Contractor shall perform all of the skilled and technical duties, including, but not necessarily limited to, performing design work, selective demolition, procurement, and installation of new main sewer lines and integration of existing lateral drain lines for full system integration. The anticipated period of performance is 7/01/2022 to 9/30/2022. The North American Industry Classification System (NAICS) code is 237110, Water and Sewer Line and Related Structures Construction, and the size standard is $39.5 million. Interested firms with the capability of providing the requirement shall submit capability statements that demonstrate their experience in the above-described areas in sufficient detail, including any other specific and relevant information, so the Government can determine the firm's capability to provide the requirements. Failure to demonstrate the capability to provide the requirement may affect the Government's review of the industry's ability to perform or provide these requirements. In addition to capability statements, firms must include the following information in their responses: (1) organization name, UEI or DUNS number, address, email address of a point of contact who can verify the demonstrated capabilities, website address, and telephone number; (2) type of ownership/or company structure and socioeconomic status [i.e., small business, small disadvantaged business, 8(a), etc.]; (3) if the firm offers this service on a GSA Federal Supply Schedule contract or other Government-wide contract and, if so, the GSA contract number and applicable special item number (SIN); and (4) state whether or not the firm is registered in the System for Award Management (SAM) website.
