Site work and paving for a mixed-use development in Hammond, Indiana. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.
This project consists of the furnishing of all equipment, labor and materials for the construction of approximately 905 linear feet of 8-inch PC 350 ductile iron water main. The work includes maintenance of traffic; tree removal; installation of water main, valves, fittings, fire hydrants and water services; removal of abandoned fire hydrants; full-depth milling of existing asphalt pavement; removal of sections of unsuitable existing base and replacement with geogrid and new aggregate base, as authorized by the Engineer; removal and replacement of sidewalk, curb and gutter, curb ramps and driveway aprons; asphalt paving; tree replacement; grass restoration; and all other related work and appurtenances. Bids shall be properly and completely executed on the Bid Form (Section 00300) and must be accompanied by a completed Town of Highland Affidavit of Compliance, Indiana State Board of Accounts Form 96, Certification Regarding Unauthorized Aliens, signed copies of Addenda (if issued) and satisfactory bid security. BID SECURITY: Each bid shall be accompanied by an acceptable certified check or cashier's check made payable to the Town of Highland or an acceptable bid bond in an amount equal to 5 percent of the total bid price executed by an incorporated surety company in good standing and qualified to do business in the State of Indiana.BONDS: A performance bond and payment bond, each in the amount of 100 percent of the contract price, will be required upon award of the contract. No bidder may withdraw her or his proposal within a period of 30 days following the date set for receiving bids. The Highland Waterworks Board of Directors reserves the right to retain any and all bids for a period of not more than 30 days, and said bids shall remain in full force and effect during said time. The Board further reserves the right to waive informalities, and to award the contract to any Bidder, all to the advantage of the Waterworks Board of Directors, or to reject all bids. The successful Contractor and his or her subcontractors shall be licensed with the Town of Highland in accordance with Chapter 5.20 "Licensing of Building Contractors" of Title 5 of the Highland Municipal Code. FEDERAL REQUIREMENTS: The Bidder's attention is called to the fact that a "Notice of Requirement for Affirmative Action to Ensure Equal Opportunity (Executive Order 11246)" is contained in the Project Documents. This notice sets forth, in part, goals and timetables for the employment of women and minorities in the project area. The goals and timetables for minority and female participation are 20.9% and 6.9% per year, respectively. Contractors and sub-contractors are required to pay not less than the Davis-Bacon prevailing wage rate established by the laws of the U.S. Department of Labor and included in the Project Documents. Information explaining other prevailing wage laws, which apply to this work, is also included in the Project Documents. Each bidder must ensure that all employees and applicants for employment are not discriminated against because of their race, creed, color, sex, or national origin. This project is being funded in part by the Department of Housing and Urban Development through the Lake County Community Economic Development Department. The amount of the CDBG funds allocated for this project is $102,130.00. The remaining portion of the project shall be funded with local funds
