The City of Owingsville is applying for federal funding for the WWTP Disinfection Upgrade Project. Engineering services may include, but are not limited to: feasibility study, preliminary engineering report, cost estimate preparation, planning, design, construction administration, inspection, other required engineering services, and administration. The objective of the competitive process is to objectively select the firm that will provide the highest quality of service. Selected respondents may be interviewed and the firm(s) judged most qualified will be asked to prepare a final proposal which would include fees for said services. The City of Owingsville reserves the right to reject any and all responses, to waive any technicalities, and to negotiate with the respondent who most nearly meets the project requirements. The City of Owingsville is not responsible or liable for any costs incurred by the consultants replying to this request. Anticipated funding sources for this project include, but are not limited to: Cleaner Water Program Grant Funds, ARC, USDA RD Loan, and USDA RD Grant funding. All work to be undertaken as part of this proposed program must be undertaken in accordance with 24 CFR, Part 570; 24 CFR, Part 58; and other applicable State and Federal requirements. Exhibit I, attached to this Request for Qualifications, outlines the minimum qualifications for the consulting engineer. Minimum qualifications have been established to assure the Community of professional expertise with adequate experience to assure successful completion of the proposed project within the allocated time constraints. Any response not meeting the minimum requirements for consulting engineer's prior experience as outlined in this request will be rejected. The method of contractor selection has not been determined at this time.
