The Wayne County Water & Sewer Authority requests that all bids be presented in a plain sealed envelope marked "SEALED BID / Regional Water Tank Project 2022 Directional Drilling, Combined Sites". A non-collusive bidding certificate and an Affirmation of Understanding of Agreement / Certificate of Compliance for Procurement of Services are required along with manufacturer's specification sheets of all materials associated with the scope of work shall be provided on all items bid. This project is receiving funding from the New York State Environmental Facilities Corporation. The following requirements apply: 1) Participation of Minority- and WomenOwned Business Enterprises ("MWBE") and Equal Employment Opportunities ("EEO") pursuant to New York State Executive Law, Article 15-A and New York Code of Rules and Regulations, Title 5 (5 NYCRR) Parts 140-145 (Regulations of the Commissioner of Economic Development); 2) Participation of Service-Disabled Veteran-Owned Business Enterprises ("SDVOB") pursuant to New York State Executive Law, Article 17-B and 9 NYCRR Part 252; and, 3) Requirements regarding suspension and debarment pursuant to State Labor Law 220-b and State Executive Law 316. The participation by MWBE and SDVOB is strongly encouraged.
