Although a firm timeline for construction has not been determined, project letting is not expected to start prior to December of 2023 and construction is not expected to start prior to May of 2024. *The closed solicitation has been included below for reference: The Saginaw County Road Commission (SCRC) is requesting proposals for Engineering Services for the design of a Federal Aid Project within Saginaw County. For scheduling purposes and a design timeline, the project should be submitted to the Michigan Department of Transportation in anticipation of December 2023 letting date. This Road project includes the design of approximately 2 miles of roadway improvements through Saginaw Township. Hemmeter is a 2 lane Minor Arterial carrying approximately 4360 vehicles per day. The project shall be designed according to 3R/4R standards and in accordance with a typical MDOT Federal-Aid project. Our vision of the project is a to mill approximately 1" and fill 3.5" with two lifts of HMA. The existing road is narrower in some areas, some trenching will be required along the edges to achieve 2 - 11' lanes and 4' paved shoulders. Some curb will require replacement and all sidewalk approaches will need to meet ADA requirements. Curb should be added at the intersection of Weiss Road as well. We believe the project can be designed using a Log Job and some special details. Some additional design will be needed to replace the large culvert between Shattuck and McCarty. This culvert replacement will be separate from the Federal Aid job. It will likely be complete using our maintenance crews in the summer of 2023. This culvert will need to meet the requirements of the Saginaw County Public Works Commissioner. Any easements determined necessary throughout the course of design would be considered an additional service and the cost for which would be negotiated during the course of the design project. For purposes of clarifying the scope, it can be assumed that there will be no easements that will need to be obtained at this time. The Saginaw County Road Commission, through its MPO has allotted a construction budget of $ 640,000 for the mill and fill project. The design shall follow a critical path to meet a proposed letting date no later than December 2023. The estimated start of construction likely be May 2024. All questions regarding this RFP shall be submitted in writing to Dan Armentrout via email. The last day for written questions to be submitted to the SCRC will be June 16, 2022.
