1. Agency Information - The U. S. Railroad Retirement Board ("RRB") is an independent federal agency that administers a retirement and survivor benefit program for railroad employees and their families. The RRB was established by the Railroad Retirement Acts of 1937 and 1974. Its benefit program was the forerunner of the more familiar Social Security System. The Railroad Retirement System is unique inasmuch as it is the only federally administered benefit program covering a single private industry. The RRB also administers the Railroad Unemployment Insurance Act which provides unemployment and sickness benefits to railroad employees. The RRB's headquarters, in which about 679 people are employed, is located in Chicago, IL. 2. Objective - The objective of this solicitation is to obtain competitive quotations from GSA Federal Contractor Schedule holders, using acquisition procedures as set forth in FAR subpart 8.405-2 "Ordering Procedures for Supplies and Services (under GSA Federal Supply Schedules) Requiring a Statement of Work", for full elevator maintenance and repair service at the U.S. Railroad Retirement Board headquarters building located at 844 North Rush Street, Chicago, IL 60611-1275. The RRB intends to award a firm fixed price delivery order against a contractor's GSA Contract for a base period of one year beginning June 1, 2022 with four one year option periods. This is local-area set-aside for businesses residing the following Iliinois counties: Cook, DuPage, Will and Lake. 3. Performance-based Acquisition - This solicitation is designated for participation in the Office of Federal Procurement Policy (OFPP) policy to increase the use of performance-based Acquisition (PBA) methods in the acquisition of services. PBA aims to improve the value of contracting services by emphasizing objective, measurable mission-related outputs rather than how the work is per- formed or broad and imprecise statement of work. It requires objective, measurable performance requirements and quality standards in developing statements of work, selecting contractors, determining contract type and incentives, and performing contract administration. 4. Site Visits - Offerors should visit the building and become familiar with existing conditions; examine all contract documents relating to this work and become fully informed as to the extent and character of the work required. Offerors shall determine any conditions which affect the work and make a thorough site investigation before submitting an offer. We strongly encourage offerors to make a thorough site investigation before submitting an offer. No allowances will be made for failure of the offerors to avail themselves of such information. Mandatory site visit shall be held on May 11, 2022, at 10:00 AM CST at the RRB Headquarter building, located at 844 N. Rush Street, Chicago, IL 60611. Offerors shall contact the RRB's Facility Manager and Assisant Facility Manager to notify of attendance for the site visit. Question & Answer: The RRB will accept questions from vendors who have attended the mandatory site visit until May 13, 2022 at 10:00 AM, Central Time. Place of Performance: The on-site Elevator Maintenance and Repair Services performed for the resultant contract shall be at the U.S. Rail- road Retirement Board, 844 North Rush St., Chicago, IL 60611 during a mutually agreeable schedule during normal working hours between 6:00am Central Time and 6:00pm Central Time. Period of Performance: 06/01/2022 - 05/31/2023
