1 The California Department of Parks and Recreation (DPR) is requesting Statements of Qualifications (SOQ) for Architectural and Engineering Services for the Rindge Dam Planning, Engineering, and Design Project (PED Project) located in the California State Park System. Rindge Dam is a 100-foot-high structure that is owned and managed by the California Department of Parks and Recreation (DPR). It is located three miles from the ocean and is part of Malibu Creek State Park. Rindge Dam is in Malibu Creek watershed. The Rindge family constructed Rindge Dam in 1926 for private water storage and local water supply. However, the dam's reservoir filled with sediment by the mid1940s. It was decommissioned in 1967, and then subsequently acquired by DPR. Over the decades since it was constructed, Rindge Dam has changed the ecological, hydrological, and aesthetic character of Malibu Creek. It is a total barrier to high-quality spawning and rearing habitat for the federally endangered Southern California steelhead trout (Southern steelhead). Rindge Dam also has resulted in segmented habitat for other aquatic and terrestrial wildlife species. Moreover, it has interrupted the natural sediment transport regime of the watershed, which means the sediment trapped in the reservoir behind the dam cannot flow downstream to nourish the beach and nearshore habitats. On a broad scale, this changed sediment transport regime has contributed to a loss of coastal resilience in the area. In 1992, Congress commissioned the Malibu Creek Ecosystem Restoration Study, which was co-led by the U.S. Army Corps of Engineers (USACE) and DPR. This study evaluated different scenarios for removing Rindge Dam and restoring the watershed. The study resulted in a Final Integrated Feasibility Report (IFR) with Environmental Impact Statement/Environmental Impact Report (EIS/EIR) that was based on sound science and built on stakeholder input. Alternative 2b2 was selected as the Locally Preferred Plan (LPP). The LPP would remove Rindge Dam's arch and spillway; remediate up to eight upstream fish passage barriers; and remove 780,000 cubic yards of sediment trapped behind the dam. Approximately one-third of the sediment will nourish local beach and nearshore areas, while the remaining two-thirds will be transported to a local landfill. However, both natural transport and trucking options may be considered to remove the impounded sediment. The grant period is from March 1, 2022-March 31, 2026. If regulatory approvals and funding are in place, the 100% Design could be completed by 2027, and the construction phase could begin in 2028. Malibu Creek watershed, which spans Los Angeles and Ventra Counties, is an important regional ecological corridor that links Santa Monica Bay, Malibu Lagoon, and riparian systems. A large portion of the PED Project area is located within Malibu Creek State Park and Malibu Lagoon State Beach, both of which are managed by DPR. In addition, the PED Project area is also part of the Santa Monica Mountains National Recreation Area, which is managed by the National Park Service. Over the nearly 100 years since Rindge Dam was built, it has impacted the ecological integrity of this regional corridor. This Project represents an important opportunity for systemic and sustainable ecosystem restoration southern California, which is one of the most highly urbanized regions in the United States. The method of contractor selection has not been determined at this time.
