Site work and paving for a mixed-use development in Westwood, New Jersey. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

The work to be performed under this contract includes the following: Base Bid 1 The milling and resurfacing of 4th Avenue from Bramley Court to Mill Street, Stratton Avenue, Palisade Avenue, Lafayette Avenue from Washington Avenue to Lincoln Avenue, Pascack Road from the north side of Westwood Boulevard to the south side of Palisade Avenue, Lewis Place, Whalen Court, Carver Avenue from Old Hook Road to Westwood Boulevard and the Westwood Public Works Department facility parking lots. Also included are minor drainage improvements and the reconstruction of all non-compliant ADA curb ramps. Base Bid 2 The reconstruction of non-compliant ADA curb ramps at various locations. Alternate Bid A The milling and resurfacing of Center Avenue from Lake Street to Fairview Avenue. Alternate Bid B The milling and resurfacing of O'Toole Street. Alternate Bid C The milling and resurfacing of Best Street. Alternate Bid D The milling and resurfacing of Lexington Avenue from Bergen Street to Harrington Avenue including spot curb repair. Alternate Bid E The construction of full depth pavement at Pascack Road from the north side of Palisades Avenue to the terminus. HMA Milling, 3" or Less . 400 TON Hot Mix Asphalt 9.5M64 Surface Course Alternate Bid C . 2,070 S.Y. HMA Milling, 3" or Less . 275 TON Hot Mix Asphalt 9.5M64 Surface Course Alternate Bid D . 830 S.Y. HMA Milling, 3" or Less . 110 TON Hot Mix Asphalt 9.5M64 Surface Course . 130 L.F. 9" x 18" Concrete Vertical Curb Alternate Bid E . 85 TON Hot Mix Asphalt 9.5M64 Surface Course . 550 S.Y. Dense-Graded Aggregate Base Course, 6" Thick . 150 TON Hot Mix Asphalt 19M64 Base Course The work contemplated under this Contract shall be completed within 120 calendar days of notice to proceed. Each bid must be made upon the prescribed forms, furnished with the Contract Drawings and Specifications, including the non-collusion affidavit and ownership statement compliance form and must be accompanied by a Consent of Surety and a certified check, cashier's check, or Bid Bond of not less than ten (10%) percent of the amount bid and, not to exceed $20,000.00. Such checks and Bonds shall be made payable to the Owner and will be held as a Guarantee that in the event the Bid is accepted and a Contract awarded to the bidder, the Contract shall be duly executed and its performance properly secured. The successful bidder shall furnish and deliver to the Owner a performance and payment bond in the amount of 100 percent of the accepted bid amount as security for the faithful performance and payment of the Contract. Further, the successful bidder must furnish the policies or Certificates of Insurance required by the Contract. In default thereof, said checks and the amount represented thereby will be forfeited to the aforesaid Owner as liquidated damages. Bids must be accompanied, in the case of corporations not chartered in New Jersey, by proper certificate that such corporation is authorized to do business in the State of New Jersey. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 regarding equal employment opportunity, as amended. All corporations and partnerships must comply with Chapter 33, of the P.L. of 1977, regarding disclosure of partners and stockholders. Each bid must be enclosed in a sealed envelope bearing the name and address of the bidder, addressed to the Owner and labeled for the 2021 CDBG PROJECT AND 2022 ROAD PROGRAM. The rules and regulations cited in 24 CFR 92.351(b), 24 CFR 85.36(e) (i-vi), and OMB Circular A-102 on this topic specify that proactive outreach efforts to include MBW-WBE-DBE must be undertaken as part of the open completion process for contract opportunities funded with CDBG and other federal dollars. The sub-grantee and its contractors and subcontractors are, therefore, required to provide the maximum practicable opportunity of MBW-WBE-DBE's to participate in the procurement process. All contracts and subcontracts for construction or purchase of materials are subject to Section 3 of the Housing and Community Development Act of 1968 where to the greatest extent possible, opportunities for training and employment shall be given to lower income residents of the project area, and when possible, contracts shall be awarded to business concerns owned by area residents. Small, Minority and Women's Business Enterprises are encouraged to obtain specifications and compete for the contracts assisted with Community Development Block Grant funds. The successful bidder will be required to comply with all provisions of prevailing wage rates as determined by the New Jersey Department of Labor and Federal Department of Labor (Davis-Bacon Act). All bids shall be irrevocable, not subject to withdrawal and shall stand available for a period of sixty (60) days. The Owner reserves the right to reject any and all bids, to waive informalities or irregularities in the bids received and to accept the bid from the lowest responsible bidder.
