The County of Davidson is requesting proposals from qualified contractors to provide disaster debris clearance, removal, reduction, and disposal services in the event of a natural disaster within the area. Contractors will be required to provide emergency disaster recovery services including, but not limited to, clean-up, demolition, removal, reduction and disposal of debris resulting from a natural or manmade disaster as directed by Davidson County in order to eliminate immediate threats to public health and safety. This is a multi-jurisdiction solicitation to include the City of Lexington, City of Thomasville, Town of Denton, Town of Midway and Town of Wallburg. The incorporated areas as listed above shall be covered by the County of Davidson. However, each entity will contract directly with the awarded Contractors should they choose to do so. The County of Davidson reserves the right to waive any informalities and to reject any and all proposals. The Davidson County Board of Commissioners reserves the right to reject any and all Bids and Proposals, and further reserves the right to make the award and/or awards in the best interest of Davidson County. The contracts shall be for a base period of three (3) year with an option to renew for up to two additional one-year periods, upon written mutual consent of all parties. This contract shall only be used on an as needed basis as determined solely by Davidson County Escalation: The Contract shall cover the period from July 1, 2022 through June 30, 2025, or an equivalent period depending upon date of Contract award. This Contract may be renewed at the expiration of the initial term at the request of the County. The renewal may be for up to two (2) additional one (1) year periods. Any renewal shall be based on the same terms and conditions as the initial term with the exception of the price or rates. Initial prices or rates and subsequent renewal prices or rates are guaranteed for a minimum of twelve (12) months. Any increase in prices or rates after the initial term or any renewal term shall be limited to the prior year's increase in the Consumer Price Index for urban Consumers (CPI-U) (unadjusted for seasonal changes) for the current twelve (12) month period or three percent (3%) whichever is the lesser. Notice of intent to renew will be given to the Contractor in writing, normally sixty (60) days before the expiration date of the current term. An annual meeting will need to take place to determine the actual CPI and adjust the price sheet accordingly. This meeting shall take place every February. Written Questions due May 24, 2022 by 12:00 noon Responses to questions May 25, 2022 by close of business All questions pertaining to this RFP must be submitted in writing no later than 12:00 PM (noon) on May 24, 2022. Only written questions will be considered formal. Any information given by telephone will be considered informal. Any questions that the County feels are pertinent to all proposers' will be issued in the form of an Addendum.
