The Purchase Order for the acquisition of the equipment and/or materials shall be awarded to the lowest responsible bidder. Windham Water Works reserves the right to reject any or all bids, should the Town deem it to be in the public interest to do so, or to delete or reduce the scope of any work to bring the cost within available funds. Contractors interested in submitting a bid for the above-described acquisition must submit their bid on the Bid Forms provided by the Windham Water Works. All bids will remain subject to acceptance for sixty (60) days after the date of the Bid opening. All bids must breakdown quantities and costs of each item and subitem. Contractor shall furnish and deliver to Windham Water Works all materials, equipment, and services listed on Annex A. NO SUBSTITUTES WILL BE ACCEPTED. The Town of Windham allows a ten percent (10%) local town-based bidder preference (Town Ordinance / Resolution No. 984) for projects of more than five thousand dollars ($5,000) and less than one million dollars ($1,000,000). A Town of Windham based business will be considered the lowest responsible bidder if its bid is within ten percent (10%) of the low bid and it is willing to accept the award at the low bid price. Any bidder claiming to be a Town of Windham based business must provide evidence that it meets the requirements of Section F of the Ordinance.
