Site work and paving for a civil project in Vernon, Florida. Conceptual plans call for site work for a road / highway; for paving for a road / highway; and water / sewer project.

The City of Vernon hereby requests proposals from qualified individuals or firms to provide Engineering services for a Florida Small Cities Community Development Block Grant (CDBG) Neighborhood Revitalization project. The project involves the rehabilitation of both of the City's water wells to include the replacement of the pumps and motors, the automatic transfer switch, the electrical panels, wiring and conduit, the telemetry system/SCADA system and the hypochlorite disinfection system; the repaving of approximately 3,100 LF on Church Street between Moss Hill Road and Pompey Avenue. Unmet needs that could be added to the project depending on budget availability would include the installation of permanent stand-by electrical generators at the Spoolmill Lift Station and the Circle H Lift Station in the City of Vernon. Separate contracts related to projects that are receiving funding from other funding sources such as DEP-FRDAP may be entered into from this solicitation. Engineering Services for this project will include but not be limited to topographical surveying, testing, engineering design, permitting, bidding, construction administration and resident observation services. Proposals will be accepted on an equal competitive basis. No bid or proposal will be accepted from individuals or firms placed on the convicted vendor list following a conviction for a public entity crime. The evaluation criteria that will be utilized in the selection of the engineer are as follows: 1. Knowledge of State and Federal Regulations governing the CDBG Program as well as other grant programs; 20 pts. 2. Experience with CDBG Funded Projects; 20 pts. 3. Management and Staffing, organizational charts, resumes, etc.; 20 pts. 4. Ability to become Quickly Familiar with Local Conditions; 20 pts. 5. Experience with Municipal Engineering Projects 10 pts 6. Approach to Task 10 pts In the event of a tie, if one of the businesses involved in the tie is minority or female owned, they shall be ranked above the other firm or firms involved in the tie. Engineering fees will be negotiated after ranking is completed utilizing the Consultants' Competitive Negotiation Act, Florida Statute 287.055. The method of contractor selection has not been determined at this time.
