Site work and paving for a mixed-use development in Des Moines, Iowa. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.
General Nature of Public Improvement. The Work generally consists of: 1. 450 LF of Sawcutting 2. 300 SY of Pavement removal 3. 300 SY of PCC Pavement 4. Sidewalk Installation 5. Detectable Warnings 6. Storm Drainage & Subsurface Drainage Installation 7. Site Grading 8. Chain Link Fence Removal and Installation 9. Erosion Control 10. Traffic Control/Security 11. Site Restoration Commencement of Work. Work on the improvements shall be commenced any time after a written Notice to Proceed is issued and shall be completed as stated below. The Notice to Proceed will be issued after the preconstruction conference, which is expected to occur in June, 2022. Bid Security and Bonds. Each Bidder shall accompany its bid with bid security as defined in Iowa Code Section 26.8, as security that the successful Bidder will enter into a Contract for the work bid upon and will furnish after the award of Contract corporate Surety Performance and Payment Bond(s), in a form acceptable to the Board, for the faithful performance of the Contract, in an amount equal to one hundred percent (100%) of the amount of the Contract. The Bidder's security shall be in the amount of ten (10%) percent of the Bid and shall be in the form of a cashier's check or a certified check drawn on an FDIC insured bank in Iowa or on an FDIC insured bank chartered under the laws of the United States; or a certified share draft drawn on a credit union in Iowa or chartered under the laws of the United States; or a Bid Bond on the form provided in the Contract Documents with corporate Surety satisfactory to the Board. The bid shall contain no condition except as provided in the specifications. Performance, Payment, and Maintenance Bonds. Each successful Bidder will be required to furnish corporate Surety Bonds in an amount equal to one hundred percent (100%) of its Contract price. Said Bonds shall be issued by a responsible Surety approved by the Des Moines Airport Authority and shall guarantee the faithful performance of the Contract and the terms and conditions therein contained and shall guarantee the prompt payment of all material and labor, and protect and save harmless the Des Moines Airport Authority from claims and damages of any kind caused by the operations of the Contract and shall also guarantee the maintenance of the improvement caused by failures in materials and construction for a period of two (2) years from and after acceptance of the Contract. A record of plan holders will be updated daily and posted on Beeline and Blue's Online Plan room. Documents are available at a cost of $25, which is refundable, provided the following conditions are met: (1) The Contract Documents are returned complete and in a reusable condition, and (2) they are returned within fourteen (14) calendar days after the award of the project. Award of Contract. All proposals submitted in accordance with the instructions presented herein will be subject to evaluation. Bids may be held by the Des Moines Airport Authority for a period not to exceed 30 days from the date of the bid opening for the purpose of conducting the bid evaluation. The Owner will base the award of contract upon the lowest aggregate sum proposal submitted from those bidders the Owner confirms as being responsive and responsible. The right is reserved, as the Des Moines Airport Authority may require, to reject any and all bids and to waive any informality in the bids received. Accessibility for Individuals with Disabilities. A copy of said plans, specifications, and form of contract, and estimated total cost is now on file in the office of the Director of Engineering and Planning and may be examined at the Des Moines International Airport, 2nd Floor, Room 207, 5800 Fleur, Drive, Des Moines, Iowa The consideration by the Des Moines Airport Authority Board (Board) at its meeting on June 14, 2022. The Board may award a Contract at said meeting, or at such other time and place as shall then be announced. Completion of Work. This project shall be fully completed no later than September 30, 2022. A sales tax exemption certificate will be available for all material purchased for incorporation in the project. Preference of Products and Labor. By virtue of statutory authority, a preference will be given to products and provisions grown and coal produced within the State of Iowa. In accordance with Iowa statutes, a resident bidder shall be allowed a preference as against a nonresident bidder from a state or foreign country if that state or foreign country gives or requires any preference to bidders from that state or foreign country, including but not limited to any preference to bidders, the imposition of any type of labor force preference, or any other form of preferential treatment to bidders or laborers from that state or foreign country. The preference allowed shall be equal to the preference given or required by the state or foreign country in which the nonresident bidder is a resident. In the instance of a resident labor force preference, a nonresident bidder shall apply the same resident labor force preference to a public improvement in this state as would be required in the construction of a public improvement by the state or foreign country in which the nonresident bidder is a resident. Title VI Solicitation Notice. The Des Moines Airport Authority, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. Failure to submit a fully completed and accurate Bidder Status Form with the Proposal may result in the Proposal being deemed non-responsive and may result in the Proposal being rejected. The Des Moines Airport Authority reserves the right to reject any or all bids, to waive informalities, and to enter such contract, or contracts, as it shall deem to be in the best interest of the Authority. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Commencement of Work. Work on the improvements shall be commenced any time after a written Notice to Proceed is issued and shall be completed as stated below. The Notice to Proceed will be issued after the preconstruction conference, which is expected to occur in June, 2022.
