Renovation of an educational facility in Berkeley, California. Conceptual plans call for the renovation of a educational facility.

The Berkeley campus of the University of California requests that interested firms submit written statements of qualifications to provide engineering services for the Warren Hall steam condensate line replacement project. The UC Berkeley Central Campus steam system provides steam for heating, domestic hot water, humidification, sterilizers (in laboratories), kitchen equipment, and absorption chillers to various buildings throughout central Campus. This aging system has a number of known deficiencies that will be addressed in a phased repair and replacement construction program. Phase 1: Warren Hall Steam Condensate Line Replacement Study Inspect the existing steam condensate line between steam manholes 05A and 06 and document the existing conditions. Inspection may involve a video scope, thermal imaging equipment and some selected demolition to get access to steam and condensate piping. The findings of the study should be documented in a comprehensive report with plans and photos that include the following: - Deficiencies and as-built conditions of steam and condensate piping (i.e. corrosion, leaks, noncompliance with codes, piping material, extent of asbestos in insulation material). - Deficiencies of the existing manholes. - Identify shortcoming of the original design and provide recommendations for improvements. - Conceptual repairs or replacement recommendations to address deficiencies in the steam distribution system. Include probable construction costs associated with itemized deficiencies. Phase 2: Design and Construction Based on the study and probable construction costs, the consultant will work with the University to focus on developing the recommended work to address a portion of the deficiencies that are within the immediate budget. Produce construction drawings for bidding and provide construction administration through the construction phase. Interested parties are expressly prohibited from contacting any other party associated with this project, including but not limited to UC Berkeley employees, representatives, consultants, and donors, during this RFQ process, including interviews and contracting. Such contact will serve as reason for firm disqualification. Statements should be in the form of a brief letter (maximum 10 pages) and include the following: Specific comparable project experience, including the scope, size, and value of the project. Provide a minimum of 3 and a maximum of 6 examples. Resumes of key staff who will be committed to the project on a day-to-day basis. (This is excluded from the 10 page maximum) Consultants approach to the work, including an outline of the basic work plan with duration of tasks. Submission should include a completed UC Berkeley Summary of Statement of Qualifications, University of California Experience Form, and rate sheet showing hourly fees for the design team. These are supplemental documents and are not included in the page maximum of the statement listed above. The University will review all proposals and select and rank the three most qualified Consultants. The selection and ranking shall be based on the criteria listed below. The order in which the criteria appear does not indicate the importance, ranking or weighting that will be used in the evaluation. 1. Proposed approach to the project. 2. Past experience of the firm in performing similar projects. 3. Experience of staff to perform the services required by the Project. 4. Experience with cost estimating and providing probable costs estimates. 5. Experience with hydraulic modeling and facilities management software. The University shall negotiate with the highest ranked Consultant on the tasks, staffing, schedule and a maximum not-to exceed fee. Negotiations may be formally terminated if they fail to result in a contract within a reasonable amount of time.
