Request for Proposals (the "RFP") is an invitation by Loyalist Township (the "Township") to prospective proponents to submit proposals for Consulting Services for Shoreline Assessment, and Protection Design, as further described in Section A of the RFP Particulars (Appendix B) (the "Deliverables"). Amherst Island is a part of Loyalist Township, in the County of Lennox and Addington. Record high water levels in Lake Ontario in 2017 and 2019, combined with prevailing winds and wave action, resulted in significant damage to critical roadway infrastructure on Amherst Island in Loyalist Township primarily on the south and southwest facing shoreline areas. The project will involve an assessment of vulnerable shoreline areas on Amherst Island and development of appropriate designs to reduce the potential for future damage caused by high water levels. These designs will adhere to the MNRF (2001) Technical Guide for Great Lakes - St Lawrence River System, which provides technical guidelines and procedures for establishing the limits for flooding, erosion, and dynamic beaches. The general objective of the RFP is to engage the services of a Consultant who will be responsible for the following scope of work, hereafter referred to as the "Works" or the "Project": Conducting an assessment of vulnerable shoreline areas on Amherst Island; Reviewing environmental constraints which could impact the reconstruction of roads in these areas; Developing appropriate designs and providing long term recommendations for the reconstruction of affected roads on Amherst Island. This includes prioritization of project areas based on vulnerability to weather-related events. Designs should minimize danger to life, mitigate and reduce impacts to the natural environment, and prevent or reduce future damage caused by flooding or erosion resulting form high water levels.
