Renovation of a transportation facility in Longueuil, Quebec. Completed plans call for the renovation of a transportation facility.
Reference number : 1604727 Refurbishment of cafeteria, locker rooms and showers at the Vieux-Longueuil Operations Center - P22-006. The work of this project aims to repair the administrative and maintenance sectors, as well as a sector dedicated to the storage of equipment, located near the bus vehicular area, at the Center d'exploitation du Vieux -Longueuil (At the Vieux-Longueuil Operations Center (CEVL) located at 1160 boulevard Marie-Victorin, Longueuil, Quebec J4G2H9). In general and without limitation, the work includes: The management of the project in three distinct phases and the implementation of temporary installations, in order to renew all the employees' installations before the demolition of the existing installations; Compliance with the hours authorized by the PRINCIPAL, for any service cuts having a direct or indirect impact on RTL operations (see Appendix 22 "Intervention plan in the premises and bus bays"); The change of vocation of the spaces. Indeed, the existing office areas become cafeterias, locker rooms and showers (CVD) for the maintenance employees, while the current CVDs of the maintenance employees become administrative offices; The development of specialized premises including a new telecommunications room and a high-density storage room, etc. The removal of the main entrance including the demolition of the strip footings as well as the modification of the metal deck on the roof; Interventions on the structure inside the building, in particular the reconstruction of a large portion of the slab on the ground as well as the displacement of two columns; The relocation of the main entrance including the construction of a vestibule, a waiting area for visitors and an intercommunication system; Relocation of the fire alarm panel to the new main entrance and replacement of the panel; Replacement of an access management system with door controls; Replacement of intrusion management systems with surveillance cameras; The replacement of roof ventilation units including the structural elements required to support them; The development of 2 outdoor rest areas including related work in civil engineering and landscape architecture; The repair of the exterior cladding and openings; The addition of a wave profile on a portion of the exterior walls; The modification of partitions; Replacement of finishes; The addition of integrated furniture; All work related to architectural work in structure, mechanics, electricity and telecommunications; All related structural, mechanical, electrical and telecommunications work in sectors other than the sectors covered by the architectural work. The CONTRACTING PARTY must absolutely have a sufficient number of employees to allow the work to be carried out according to the sequence of work established in the article "SCHEDULE OF WORK". This is essential to ensure that the work is carried out within the periods allocated for the electrical and/or mechanical service cuts of the existing buildings, which are essential to the PRINCIPAL's operations. WORK SCHEDULE At the start-up meeting, the CONTRACTING PARTY must submit to the Works Manager for approval and for Contract administration purposes, the detailed program of works respecting the contractual deadlines. The CONTRACTING PARTY must submit a 4-week schedule on a weekly basis (the previous week, the current week and the next 2 weeks). The CONTRACTING PARTY must update the Detailed Program on a monthly basis and submit it at the same time as he submits the progressive statement. This contract will be in effect from the time of the award scheduled for July 2022, until the end of the work. The work must be carried out by the end of July 2023. Without prejudice, the PRINCIPAL reserves the right to modify the schedule. The CONTRACTING PARTY has ten (10) working days to begin the work following the awarding of the contract. . The PRINCIPAL will be the project manager of the site and responsible for the tasks related to the CNESST for the entire duration of the work. The deadline for filing a complaint with the ORIGINATOR under the Complaints Management Procedure is May 30, 2022. Case of automatic rejection A Submission is automatically rejected for any of the following reasons: if the Submission is not presented at the place provided, on the date and time fixed for the receipt of Submissions; if a BIDDER submits the same Bid in paper format and electronically (via the SEAO) if the Submission is not written in French; if the document relating to the price submitted ( i.e. appendix 2.00 "Price Schedule" ) is missing and, in the case of a Submission sent on paper, if a required signature of an authorized person, on the document relating to the price submitted, is absent; if the Bid Security is not provided in accordance with clause 4.01 hereof; whether the Bid is conditional or restrictive; if the BIDDER submits several Bids within the framework of the Call for Bids; if any other compliance condition indicated in the Tender Documents leading to the automatic rejection of a Tender is not respected. Conditions To be admitted to tender, a TENDERER: must not, at the time of filing his Bid, be registered in the register of enterprises ineligible for public contracts (RENA) or, if he is registered there, be in a period of ineligibility; must, when required under the Authorization to contract clause of the Regie, hold such authorization issued by the Autorite des marches publics (AMP) at the time of filing his Bid; must have, in Quebec or in a territory covered by an applicable Intergovernmental Agreement, an establishment where he carries out his activities on a permanent basis, clearly identified in his name and accessible during normal office hours; having an establishment in Quebec must hold, at the time of filing his Bid, a valid certificate from Revenu Quebec (ARQ) and not having been issued after the deadline date and time for receipt of Bids; does not have an establishment in Quebec where it carries out its activities on a permanent basis, clearly identified in its name and accessible during normal office hours, must submit, with its Submission, the duly completed "Absence of establishment in Quebec" form and signed by an authorized person; must have produced with his Submission the "Integrity Certificate" form duly completed and signed; must, he or his subcontractors, hold a building contractor's license issued by the Regie du batiment du Quebec (RBQ) required for the Works. This license shall not be restricted for the purpose of obtaining government contracts; must comply, where applicable, with any other eligibility condition indicated in the Invitation to Tender Documents. Any TENDERER who does not meet the above eligibility conditions is declared ineligible and his/her Submission is immediately rejected. Reserve The PRINCIPAL does not undertake to accept any of the Tenders received and incurs no liability towards the TENDERS. In addition, the PRINCIPAL reserves the right to reject all the Tenders received and to make, if it deems appropriate, a new call for tenders. In all cases, the BIDDERS cannot claim any indemnity or compensation. Bid bond 10% is required. Performance bond and materials and services of each corresponding 50% is required.
