Site work for a military facility in Alturas, California. Completed plans call for site work for a military facility.

The U.S. Fish & Wildlife Service has a requirement for construction of a new reinforced concrete foundation system at Modoc NWR near Alturas, CA. The anticipated period of performance requires performance to begin within 10 days of the notice to proceed and complete within 180 days. This Request for quotation (RFQ) is a TOTAL SMALL BUSINESS SET ASIDE and the size standard is $16.5M. The basis of award will be the best value to the Government when considering price and other factors. A site visit will be offered for interested parties. Please see attachments for details. Project: Modoc NWR- Construct and Install Concrete Foundation System Magnitude of Construction: Between $25,000 and $100,000 GENERAL INFORMATION. 1.1 Contractor shall provide Construction and Installation of a New Reinforced Concrete Foundation System and All Associated Appurtenances as shown in the 100% Final Draft Construction Documents (Drawings and In-Drawing Technical Specifications) provided as a separate attachment to this Statement of Work. The Project / Contract is located at the Modoc NWR in Alturas, Modoc County, California. Please note, for this Project, the rebar, anchor bolts, nuts, and washers will be supplied by the U.S. Fish and Wildlife Service for Contractor Install. The Contractor is expected to purchase All Other Remaining Construction Materials not noted for the Install. 1.2 Contractor's Qualifications: Contractors shall be experienced and have demonstrated positive past performance with Construction and Installation of Reinforced Concrete Foundation Systems Modifications, Rehabilitations, Restorations, and Repairs. In addition, Contractors shall be experienced and have demonstrated positive past performance with Design and Construction / Installation of New Reinforced Concrete Foundation Systems. Contractors shall demonstrate extensive knowledge, ability, and skill in Design and Construction of New and Modified Reinforced Concrete Foundation System Projects. Contractors shall demonstrate knowledge of All Relevant State and Federal Laws, Codes, Regulations, Standards, and Provisions. Furthermore, Contractors shall demonstrate extensive experience applying this knowledge in Construction. 1.3 Refer to Section L and M of the Solicitation for Evaluation Factors. Offerors / Contractors shall provide five (5) specific example Reinforced Concrete Foundation System Projects and/or Similar Scope Projects as part of their Recent Relevant Experience and Past Performance Narrative, which have occurred over the last 5 years. In addition to Past Experience (Recent Relevant Experience) and Past Performance Evaluation Factors, the Contractor shall be required to submit on Technical Capability and Technical Approach Evaluation Factors. Period of Performance: Start Date: June 30, 2022. End Date: December 30, 2022. The Period of Performance for this Contract is 6-months from the actual date of Contract NTP. Above dates shown are tentative and subject to change. Actual Construction Duration will not exceed a 2-Month Construction Work Window. Contractor shall coordinate with the MNWR Refuge Manager and/or Project Leader for a Proposed Construction Work Window. The Final Accepted Construction Work Window will be mutually agreed to between the Contractor and USFWS MNWR prior to Construction. 2.3 Normal duty hours Monday thru Friday 7:00 a.m. - 4:00 p.m. In the event of emergencies, Contractor shall provide contact information. 2.4 Non-duty hours include week nights, weekends, and Government holidays (New Year's Day, Martin Luther King JR.s's Birthday, Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran's Day, Thanksgiving Day, Christmas Day). BACKGROUND. The Modoc National Wildlife Refuge (MNWR) is owned and operated by the U.S. Fish and Wildlife Service (USFWS). The Refuge is located approximately 3.5 miles southeast of Alturas, California and approximately 22.3 miles east of Canby, California. The nearest city / town is Alturas, California. The Refuge has identified the requirement for Construction and Installation of a New Reinforced Concrete Foundation System and All Associated Appurtenances as noted in the 100% Final Draft Construction Documents. The Restoration and New Construction Work includes but is not limited to the following Elements Mobilization and De-Mobilization. Construction Staging. Establishment of Lay Down / Storage Areas and Work Areas. Installation of Site, Sediment, and Erosion Control Measures. Excavation and Over-Excavation (where required). Re-Compaction of Disturbed Soil Subgrade and Footing Subgrades. Construction of Formwork. Placement of Reinforcement Bar (Rebar) in the Formwork. Placement of Anchor Bolts, Anchor Rods, Bolts, Nuts, and Washers in the Formwork. Inspection of Rebar Quantity, Size, Spacing, and Placement in the Formwork. Inspection of Anchor Bolts, Anchor Rods, Bolts, Nuts, and Washers for Quantity, Size, Spacing, and Placement in the Formwork. Development of Concrete Mix Design. Proportioning and Mixing of Concrete Mix. Transport of Concrete Mix to Project Site. Placement, Consolidation, Finishing, and Curing of Concrete Mix. Retrieval of Concrete Samples and Casting of Concrete Cylinders for Laboratory Compressive Strength Testing at the 7-Day and 28-Day Cure Times. Contractor shall engage and subcontract with a Third Party Materials Testing Company for Laboratory Concrete Compressive Strength Testing. Filling, Backfilling, and Compaction of Structural Fill and Base Course Aggregate. Standard Proctor Test for Compaction. Retrieval of Soil Samples to perform Laboratory Compaction Testing for Maximum Dry Unit Weight of Soil achieved in the Laboratory. Retrieval of On-Site Representative Compacted Soil Sample(s) to test for Relative Compaction achieved in the Field. Contractor shall engage and subcontract with a Third Party Materials Testing Company for Laboratory Compaction Testing. Re-grading and Site Restoration. Initial Site Grading to Level. And All Associated Appurtenances. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The Contractor shall accomplish the following TASKs if awarded this Contract: 5.1. BASE TASK 1. Field Verification Site Visit. Review of Existing Site Features and Existing Site Conditions. Document Review, Planning, Development, Preparation, and Submittal of Project Documents.
