A firm timeline for construction has not been established. *The closed solicitation has been included below for reference: This is a Sources Sought Notice (SSN) for the purpose of conducting market research. Proposals are NOT being requested, nor accepted at this time. Responses are being requested from both large and small businesses. Purpose: The purpose of this notice is to gain knowledge regarding the type of interested businesses and their qualifications. The National Park Service (NPS) will use information obtained through this notice to develop an acquisition strategy. The Government anticipates conducting a competitive acquisition for this requirement. The amount of interest or lack thereof will determine the possibility of a small business or other socio-economical small business set-aside for the solicitation. Analysis of the quality of responses to this source sought announcement will be considered in the market research being conducted, and in the making of any small business set-aside determination for this requirement. Additional Information: No proposal package, solicitation, specification or drawings are available with this notice. Cost Reimbursement: Response to this announcement is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this sources sought announcement or any follow-up information requests. North American Industry Classification System (NAICS) code: 221320 Small Business Size Standard: $31.0M Solicitation: The NPS anticipates issuing a request for proposals in the Summer of 2022. Bonding: The NPS anticipates bid, performance and payment bonds will be required. Estimated Price Range: $45M - $55M Project Description: The current WWTP is past its service life for many components of the systems and superstructure and can't meet current regulatory requirements for treated waste water, primarily nitrogen removal. The current plant is unable to process volume of sludge that is produced during peak visitation and can cause the plant to have to discharge waste water that is not full processed. The current plant has received many notice of violations and fines from the regulatory authority in exceeding its permit and could be shut down by the regulatory authority if not corrected in a timely manor. Shutting down the south rim waste water plant would shut the whole developed area on the south rim of the Grand Canyon, the largest developed and visited area of the park impacting employee housing and operations, concessions lodges and market and millions of visitors annually. Project Scope: The contract is a design-build contract. The National Park Service has hired a design firm (Jacob's Engineering) to evaluate existing conditions, conduct topographic survey, geotechnical testing, and permitting coordination with municipal power provider and develop replacement alternatives. Those alternatives were evaluated through a value engineering process to select a preferred rehabilitation/replacement alternative for each utility. The preferred alternative was then further developed to a 30% design level in order to develop this request for proposal in such that sizing, alignment, scaled distances for each utility is quantified to allow prospective bidders understand performance criteria, construction limits and any other limitations to construction on the monument. The prospective awardee is expected to submit for approval the Denver Service Center, National Park Service workflow requirement for Title II Services: Design Development and Construction Documents. Upon successful acceptance of these deliverables by the NPS, a construction notice to proceed will be issued to allow contractor begin physical construction. This project will replace the south rim wastewater treatment plant and demolish the existing wastewater treatment plant and reclaim plant. The new WWT will be built at same geographic location of the existing WWT; the new plant will be commissioned and permitted to operate prior to taking the existing WWTP offline and demolished. Below is some basic background for the project and current concept scope being developed for the RFP and final RFP scope may vary. MBR process for biological treatment, which consists of bioreactors with diffused aeration and high-efficiency blowers, and membranes located in dedicated membrane tanks. MBRs provide exceptional solids removal, therefore additional treatment is not required Preliminary Treatment - A new headworks facility would be constructed, and would include coarse screening, grit removal, and vault waste/septage receiving. A second stage two-milli-meter fine screening would be included to protect the MBR process. Odor Control - Both preliminary treatment and dewatering would be provided with odor control facilities. Equalization - flow equalization would be included to minimize the impact of peak flows and load variations in the influent on the size of the MBR process and to improve treatment performance. This could either be as a dedicated equalization tank or incorporated into the design of the bioreactors by including surge volume in the freeboard above the normal operating depth. The most cost-effective option will depend on the peak-flow conditions. Secondary/Tertiary Treatment - A new MBR process would provide secondary and tertiary treatment. The MBR process would consist of bioreactors with aerated aerobic zones and unaerated but mixed anoxic zones. Highefficiency process air blowers would be located in a room or dedicated facility, as would RAS and waste activated sludge pumps and permeate pumps. Membranes would be housed in dedicated MBRs with coarse bubble diffusers for membrane cleaning. Air scour blowers for the membranes would be co-located with the process air blowers. Disinfection - A new ultraviolet disinfection system consisting of multiple banks of ultraviolet bulbs would be provided for submersion in either an enclosed tank or an open channel. Aerobic Digestion--New aerobic digesters would be constructed to directly receive waste activated sludge. Aeration and mixing systems will allow for intermittent aeration to optimize nitrogen removal. The aerobic digestion process can be operated as 2 digesters in series, or as 2 digesters in parallel. They could be thickened with membranes in the MBR alternative, eliminating settle/decant portions of the operating sequence and would be covered. Digested biosolids would be pumped directly to dewatering. Dewatering - A new mechanical dewatering process would be built with a drive-through loadout facility. Chemical Addition - Chemical addition will include supplemental carbon to the bioreactors, supplemental alkalinity to the bioreactors, coagulant to the tertiary process (Alum or Ferric), polymer to dewatering, and sodium hypochlorite to reuse water for distribution system residual. All chemical storage and pumping processes would be consolidated, with proper containment and separation, within dedicated spaces in a new room or new facility. Composting - A small on-site composting treatment would be provided for waste brought to the WRF from compostable toilets.
