National Oceanic and Atmospheric Administration (NOAA) National Marine Fisheries Service (NMFS) Northeast Fisheries Science center (NEFSC) Chemical Water Treatment for Cooling Tower 1.0 Background. The National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Northeast Fisheries Science Center (NEFSC) is the research arm of NOAA Fisheries in the region. The Center plans, develops, and manages a multidisciplinary program of basic and applied research. The requirement will support the necessary service to properly treat the water in the Amcot 40 ton cooling tower at the Narragansett Laboratory located at 28 Tarzwell Drive, Narragansett, Rhode Island. The cooling tower is a key component to our building HVAC system. The goal is to prolong the life of the equipment by counteracting the harmful minerals in the water that can damage the cooling tower as well as the chiller system. Not only does it protect the equipment, untreated water can be harmful to humans in the form of legionella disease. The system at the Narragansett Lab is seasonal and is in operation from (approximately) April - October. During these months we are looking for once a month testing and adjustments as needed. Also with the cooling tower being operated seasonally, the contractor shall provide or direct the proper shut down / winterisation methods to protect the equipment. THE PERIOD OF PERFORMANCE SHALL BE AS FOLLOWS: Period of Performance: Base Period: 06/01/2022 to 03/31/2023 Option Year 1: 04/01/2023 to 03/31/2024 Option Year 2: 04/01/2024 to 03/31/2025 Option Year 3: 04/01/2025 to 03/31/2026 Option Year 4: 04/01/2026 to 03/31/2027 General Requirements 2.1 Scope of Work/Specific Tasks. Non-Personal Service. The Contractor shall provide all plant, trained labor, equipment, supplies, transportation, and quality control necessary to successfully accomplish the following: (Base Period Only) Task 1. Provide a one time, install of all necessary chemical water treatment equipment to include; three chemical pumps, one blowdown solenoid and one cooling tower controller or equivalent, to meet the chemical water treatment needs for the Amcot 40 ton cooling tower (see APPENDIX 1, Equipment Detail). Contractor will provide training for onsite facility maintenance personnel for all new equipment and procedures. Installation to be completed by 06/30/2022. Task 2. Monthly service (during cooling tower operation) to include: inspect and maintain all feed equipment to ensure the proper operation and water treatment for the Amcot 40 ton cooling tower. Collect and analyze samples of the treated water, monthly, or as often as required, depending on water readings. Report excessive system water losses and other abnormal operating conditions with a monthly report of all findings, submitted electronically to the TPOC. Provide an annual inspection of air-conditioning equipment water sides during shutdown with appropriate notice. Provide, or direct, proper shut down / winterisation procedures to protect the cooling tower and HVAC equipment. NFFM77212201938SML 2.1.1 Contractor shall be fully trained and certified to provide water treatment service and be fully knowledgeable of all contract requirements. Contractor shall at all times ensure work is accomplished in accordance with the terms and conditions of the contract in a safe and professional manner. Contractor is responsible for damage to any Government equipment, supplies, or facilities caused by Contractor personnel. 2.1.2 Contractor shall ensure all required skill sets, and permits are obtained and maintained for performance under this contract. Contractor shall ensure water treatment chemicals used meet all state and government standards/regulations. Chemicals shall be stored and handled in such a way that meets all standard building codes, safety regulations, and OSHA standards. 2.1.3 Quality Control is the responsibility of the Contractor. Quality Assurance is the responsibility of the Government. The Government will evaluate the Contractor's performance under this contract in accordance with the duties and responsibilities identified within this Statement of Work. The government TPOC will evaluate contractor performance against SOW requirements, invoices submitted, and end of year overall performance used for continuance of service (option years, etc.). 2.2 Place of Performance. The National Marine Fisheries Services (NMFS) is located on 28 Tarzwell Drive Narragansett RI, 02882. 2.3 Period of Performance (POP). Performance is for one (1) base period and four (4) option years. The actual start date shall be coordinated with the TPOC.
