Site work, paving and renovation of a mixed-use development in Mascoutah, Illinois. Completed plans call for the renovation of a transportation facility; for site work for a road / highway; and for paving for a road / highway.

The BEP goals established for this project are: 8% MBE/WBE (Combined), No PBE/VBE Goals. The proposed improvement consists of the construction of a new development entrance, construction of a new right turn lane, widening to accommodate a left turn lane, earth excavation, Portland cement concrete pavement and shoulders, aggregate base course type A12", new signals at the new development entrance, pavement marking, raised pavement markers, signs, replacing pipe underdrains and outlets, seeding, and all other work necessary to complete the project. The project begins on IL Route 4 approximately 4,080 feet northwest of the intersection with III. Route 161 and continues northwest along III Route 4 for 3,005.32 feet ending approximately 1,190 feet southeast of the intersection of III Route 4 and Airport Blvd, in St. Clair County for a total distance of 0.57 miles. Such worked is to be administered as an IDOT Access Permit, Permit No. 8-33385, and tied to all Access Permit requirements and required IDOT approvals concerning work on IDOT ROW. St. Clair County promotes equal opportunities and encourages participation by Disadvantaged Business Enterprise and Small Business firms. The successful Bidder will be required to furnish separate performance and payment bonds each in an amount equal to 100% of the contract price at the time of contract execution. The Bidder must provide an Highway Permit bond in the amount of $2,000,000 to IDOT (see Appendix B). CONTRACTORS shall be required to pay not less than the prevailing wage rates on the project as established by the State of Illinois, Department of Labor. Prospective bidders who desire to submit a bid as a prime contractor must be prequalified with the Illinois Department of Transportation.The prime contractor and subcontractors performing work on the following work items shall also be prequalified with the Illinois Department of Transportation: concrete paving, earthwork, aggregate base, electrical pay items and other items in the plans.The owner has established a completion date of December 15, 2022. All project work shall be completed prior to this date. This project is subject to liquidated damages as prescribed in the project manual.
